All installations must meet positioning tolerances within 5 feet of NAD83 coordinates and incorporate retro-reflective daymarks and Sur-Mark regulatory buoys with appropriate signage and turbidity curtains per NWP General Conditions. Work is restricted to November 1 through March 31 to avoid sea turtle nesting season; NPS-approved monitors are required if work extends beyond this window. Contractor must obtain USCG Form CG-2554 approval at least 30 days prior and verify USACE Nationwide Permit 1 requirements. All work must be completed within 90 calendar days of Notice to Proceed, with weekly progress briefings required Monday–Friday, 7 a.m. to 4 p.m.

NAICS code is 237990, Other Heavy and Civil Engineering Construction; PSC is J020, Maint/Repair/Rebuild of Equipment—Ship and Marine Equipment. Small business size standard is $45 million. Contractor must provide either a Payment Bond or Irrevocable Letter of Credit equal to 100 percent of contract price within 10 days of award. All quoters must be registered in SAM with active status and provide technical capability documentation and three to five past performance references from the past five years. Site visit is scheduled May 20, 2026 at 10:00 a.m. CT. Written questions are due three calendar days following the site visit. Subcontracting limitations under FAR 52.219-14(e)(4) restrict non-similarly situated subcontractors to no more than 75 percent of Government-paid contract performance costs excluding materials.
