About this file

This is a Contractor Questions and National Park Service (NPS) Response document for Solicitation 140P6026Q0043, addressing inquiries regarding the replacement of buoys and navigational signs at Padre Island National Seashore. The solicitation involves marine installation work with a 90-day performance period and is anticipated to be awarded in mid to late June 2026.

Key contractual requirements include: subcontracting limitations under FAR 52.219-14(e)(4) restricting non-similarly situated subcontractors to no more than 75 percent of Government-paid contract performance costs (excluding materials); marine installation subcontractors are considered specialty trade contractors; buoy fabrication may be subcontracted while the prime performs installation; only prime contractors require SAM.gov registration; payment bond/ILC protection is required rather than a separate performance bond; and liability insurance requirements apply to the prime contractor only, though primes may impose coverage requirements on subcontractors. Site visit attendance is optional; no environmental or seasonal restrictions apply to vessel access or in-water work; Government-provided temporary staging and storage areas will be available; and no nighttime or weekend work is permitted. Buoy assemblies and navigational signage must comply with 33 CFR Parts 62 and 66 regarding United States Aids to Navigation System standards, though no specific manufacturers or approved product lists are mandated. Subcontractor insurance coverage limits are determined by the prime contractor based on subcontract terms and insurer policies. Questions and answers were to be released around May 28, 2026.
