About this opportunity
The Library of Congress Exhibits Office sought a highly experienced museum exhibition framer to fabricate custom, conservation-grade frames, acrylic glazing, and support components for eight paintings on canvas destined for the Kislak Gallery of the Early Americas exhibition. The contractor was required to fit the paintings into frames on-site at the Library of Congress and attach appropriate hanging and security hardware, with the Library handling final installation. Evaluation criteria emphasized non-price factors significantly more than price, including technical approach, corporate experience, and past performance. Key deadlines included a question submission deadline of January 19, 2026, and an extended proposal due date of February 26, 2026 at 12:00 PM Noon ET. Amendment 0001, issued February 12, 2026, extended the original February 2, 2026 deadline and clarified that an erroneous vendor email should be disregarded.
This was an unrestricted procurement with no set-aside designation and no identified incumbent contractor. The eight paintings ranged approximately 48-49 inches in height and 71-73 inches in width, each requiring custom framing with specific conservation standards. The contract period of performance was scheduled from March 12, 2026 to September 7, 2026, with all deliverables including shop drawings, sample presentations, fabrication, delivery, and framing work to be completed by August 31, 2026, with a final punch list due by September 7, 2026. Performance location was Washington, DC 20540. The solicitation was ultimately canceled on March 16, 2026 via Amendment 0002 due to receipt of no acceptable proposals.
