About this opportunity
Naval Facilities Engineering Command seeks painting of all exterior and common area doors at five Marine Corps Air Station Cherry Point buildings, with proposals due September 23 at 1200 local time. The procurement is restricted to seven pre-selected General MACC small business contractors holding designated IDIQ contracts; only those contractors listed on the RFP cover letter may submit proposals.
Place of performance is MCAS Cherry Point, North Carolina. Work includes surface preparation, priming, and finish coating of approximately 800 doors and frames across Buildings 4166, 4167, 4168, 4169, and 3673, plus approximately 2,350 linear feet of handrail refinishing in Building 3673 with minimum one primer coat and two finish coats. The contractor must provide one person serving as superintendent, quality control manager, and site safety officer. Regular working hours are 0700 to 1530 Monday through Friday, excluding government holidays. The barracks remain operational during construction. Work must be completed within 180 calendar days after award. Pre-work submittals include manufacturer technical data sheets, Safety Data Sheets, color and finish samples, work plans, project schedule, and safety documentation.
NAICS code is 236220 (Commercial and Institutional Building Construction); PSC code is Z2JZ. Evaluation is based on lowest price without discussions. Mandatory site visit is September 9 at 1300 at the Facilities Engineering and Acquisition Division office in Building 87. Pre-proposal inquiries are due September 14 using the Master PPI Form. Bond requirements apply based on proposal amount: no bonds for proposals ≤$35,000; payment bond for proposals exceeding $35,000 but not exceeding $150,000; bid, payment, and performance bonds for proposals exceeding $150,000. Prevailing wage applies per General Decision NC20260018 (painter rate $15.55/hour). Federal provisions include Buy American for construction materials and restrictions on Xinjiang and Russian fossil fuel procurements. Four amendments have been issued through September 22, with the most recent addressing three pre-proposal inquiries and clarifying accessibility and scheduling matters.
