About this opportunity

The Department of the Air Force Headquarters District Washington is seeking to procure four High Lift Catering (HLCA) trucks through the 316th Contracting Squadron at Joint Base Andrews to support the Presidential Airlift Group (PAG) mission requirements. These specialized catering trucks are required for the Presidential Aircraft Recapitalization (PAR) program, specifically designed to service the new VC-25B aircraft that will replace the current VC-25A presidential aircraft. The trucks must incorporate advanced automated safety features to prevent aircraft damage, reach a 209-inch aircraft door sill height, include extendable platforms, non-marking rubber bumpers, and comply with International Air Transport Association (IATA) standards per Aircraft Handling Manuals 910/913. The solicitation evaluation will prioritize price, technical acceptability, and past performance as the key criteria. The final response deadline is September 12, 2025 at 3:30 PM EST, with all vendor questions having been due by August 28, 2025.

This procurement is designated as a 100% small business set-aside under NAICS code 336211 (Motor Vehicle Body Manufacturing) with a size standard of 1,000 employees. The four catering trucks must feature sophisticated equipment including a 12V DC emergency pump system, 360-degree camera system, approach control system, tail lift capacity of 1,500 kg, anti-corrosion coating, heated hydraulic tank, and motion-activated interior lighting, all built on an American Brand Chassis with minimum 30K GVWR and gasoline engine. The delivery timeline is targeted for the third quarter of 2026, with acceptance and delivery to MSgt Ashley Brutcher at Joint Base Andrews, Maryland. The trucks will be painted in Federal Standard 15182 blue and are intended to support both existing VC-25A operations and the transition to the new VC-25B aircraft for presidential missions. Performance will take place at Joint Base Andrews, MD 20762, where the trucks will operate on the flightline under demanding weather conditions while maintaining the pristine standards required for presidential aircraft operations.
