About this opportunity

This solicitation is seeking proposals to replace the existing Picture Archiving and Communication System (PACS) for the Oklahoma Area Indian Health Services with a new PACS to serve six medical sites. The Department of Health and Human Services Indian Health Service intends to make a single award fixed price contract for the installation of the new PACS and annual support and maintenance for years two through five. Proposals will be evaluated based on technical capabilities and qualifications, management approach, past performance, service and support plan, and pricing. Questions are due by July 28th and proposals are due no later than August 7, 2020.

The solicitation is being conducted under NAICS code 334510 with no set-aside designated. Offerors must provide pricing for the installation including a one year warranty, and annual service and support costs for the remaining four years. Additionally, three relevant past performance references must be included. The place of performance will be at the six medical sites located in Oklahoma City, Oklahoma. The PACS requirement must support the Oklahoma Area Indian Health Services for at least five years replacing the existing 25-30 terabyte system.

THIS REQUEST FOR PROPOSAL (RFP) IS HEREBY UPDATED TO ADD QUESTIONS/ANSWERS, AND EXTEND DUE DATE TO AUGUST 12, 2020 AT 4:30 PM.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.  This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. 

The solicitation is issued as Request for Proposal (RFP) # 246-20-P-0105.

This procurement is being conducted under NAICS code 334510 with a standard business size of 1,250 employees, on an unrestricted basis.  The Indian Health Services intends to make a single award for provision and installation of new Picture Archiving and Communication System (PACS) plus service and support for Years 2-5 for the Oklahoma Area Indian Health Services and facilities. 

The closing date for receipt of quotes is August 12 2020.  All Offers shall be submitted to the Oklahoma Area Indian Health Service, 701 Market Drive, Oklahoma City, Oklahoma 73114, no later than 4:30 p.m. CST, on August 12 2020.  The offer should be submitted in a sealed envelope, addressed to this office, showing the solicitation number, business name, point of contact name, and address.  Due to Covid-19, emailed submissions can be accepted.  Please make arrangements with Contracting Officer at Edson.Yellowfish@ihs.gov.

STATEMENT OF WORK – PACS IMAGING SYSTEM FOR OKLAHOMA AREA INDIAN HEALTH SERVICES

CLAUSES INCORPORATED BY FULL TEXT: Please note that due to character limitation in FedBizOpps, full text of the Federal Acquisition Regulation (FAR) and Health and Human Services Acquisition Regulations (HHSAR) applicable to this acquisition can be accessed on the Internet at http://www.farsite.hill.af.mil.

The provisions of 52.212-1, Instructions to Offerors-Commercial Items (Jun 2020) & provisions of 52.212-2 Evaluation – Commercial Items (Oct 2014) applies to this acquisition. 

The Government intends to award one from this solicitation to the responsible offeror(s) whose offer conforming to the solicitation will be the most advantageous to the Government (IHS), price and factors below considered.

The following factors shall be used to evaluate quotes:

  1. Technical Capabilities and Qualifications
  2. Management Approach
  3. Past Performance
  4. Service and Support Plan
  5. Pricing

All Evaluation Factors are equal in value.  Factors will be evaluated on a 20-point scale, for a total of 100 points of 5 evaluation factors. 

In addition to the information in FAR 52.212-1 & FAR 52.212-2, prospective contractors shall provide the following:

(1) Dun and Bradstreet Number (note: Contractors must be registered in the System for Award Management (SAM) database prior to award, during performance and through final payment of any contract resulting from this solicitation.  Payments will be made using Electronic Funds Transfer (EFT).

(2) All-inclusive firm fixed-price for installation of PACS Imaging System, to include full one year warranty upon installation.  Include service and support option pricing annually for Years 2-5.  Entire PACS requirement shall meet Indian Health Service’s requirement for at least 5 years. 

(3) Three (3) relevant past performances that shall include contract number, location, duration, dollar amount, and project officer contact information.

THE INDIAN HEALTH SERVICE WILL NOT CONSIDER YOUR QUOTE FOR AWARD IF YOU FAIL TO RESPOND TO THESE EVALUATION CRITERIA AS FOLLOWS.
