About this opportunity
The Department of the Army Materiel Command Mission and Installation Contracting Command Fort Eustis is soliciting proposals for packing, containerization, and local drayage services to support military relocations for Fort Benning soldiers. Key contract requirements include maintaining adequate facilities meeting quarterly inspections, providing continuous cargo insurance with minimum "A" rating, complying with Wood Packaging Materials heat-treatment requirements, and achieving performance standards of no more than three percent improper packing per month and no more than five percent late pickups or deliveries monthly. The contract utilizes a Firm Fixed Price structure with pricing measured in Hundred Pounds (CWT), and evaluation will be based on pricing submitted by offerors against government-provided estimated quantities rather than historical usage assumptions. The proposal deadline is March 3, 2026 at 11:00 a.m. local time, with submissions required to be emailed to usarmy.benning.acc-micc.mbx.micc-proposals@army.mil with a copy to Valerie Peek at valerie.a.peek.civ@army.mil.
This solicitation is a 100 percent set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns, utilizing NAICS code 484210 with a size standard of $34 million. The incumbent contract processes an average of 19,000 CWT annually with monthly requirements ranging from zero to three jobs, and no authorized storage in transit is anticipated unless warehouse facilities located within 100 miles of Fort Benning are needed to service shipments within 48 hours of notification. The performance period extends from March 1, 2026 through February 28, 2031, with all inspection and acceptance occurring at Fort Benning, Georgia under the direction of Michael Dumlao. Local drayage movements are limited to a 50-mile radius of the area of responsibility, and contractor facilities must be capable of completing outbound containerization within three workdays for household goods and two workdays for unaccompanied baggage.
