About this opportunity
Pacific Air Forces intends to solicit a small unmanned aircraft system (sUAS) for medical logistics delivery with a response deadline of September 15, 2026; the procurement is set aside for total small business. The system will support proof-of-concept delivery of Class VIIIA & B medical supplies and blood products to austere locations within the Indo-Pacific Area of Responsibility.
The sUAS must meet regulatory requirements under FY 2020 NDAA Section 848 and FY 2024 NDAA Sections 1821–1825, including restrictions on covered foreign entities and covered unmanned aircraft systems. Procurement must comply with security restrictions established by the American Security Drone Act of 2023 and executive direction to prioritize domestically manufactured systems.
Technical requirements include autonomous/programmable operation without continuous pilot inputs, vertical takeoff and landing, payload capacity of up to 65 kg with dimensions up to 82 cm × 60 cm × 51 cm, removable battery power with range up to 30 km per charge, extra batteries sufficient for two complete swap-outs with chargers, standard spare parts kit, and control/programming software with any required non-standard hardware. Training must cover either two personnel at the vendor facility or a vendor training team conducting on-site instruction for four personnel at Hickam Air Force Base, Hawaii on drone operation and maintenance. Delivery is required 180 days after contract date. Deliverables include detailed user manuals, maintenance guides, and component inventory lists. Maintenance scope encompasses battery charging, spare parts replacement, and routine maintenance as defined in vendor-provided training materials. If successful, equipment may be purchased by other PACAF units to support additional urgent medical logistics operations.
