About this file

This is a Description/Specifications/Statement of Work for Headquarters Pacific Air Forces Command Surgeon General's Office to procure a small unmanned aerial system (sUAS) for medical logistics delivery in the Indo-Pacific Area of Responsibility. The sUAS will be used to demonstrate proof of concept and conduct exercise testing for drone delivery of mission-essential Class VIIIA & B medical supplies and blood products to austere locations where conventional delivery methods are physically impossible or cannot meet expediency requirements. If successful, the equipment may be purchased by other PACAF units to close gaps for urgent, life-saving medical logistics operations.

The sUAS must meet DOD acquisition requirements per FY 2024 NDAA (Sections 1821-1825) and FY 2023 NDAA (Section 848). Required capabilities include autonomous/programmable operation without continuous pilot inputs, vertical take-off and landing capability, payload capacity of up to 65 kg with dimensions up to 82 cm x 60 cm x 51 cm, and removable battery-powered operation with a range of up to 30 km per charge. The procurement must include extra batteries sufficient for one complete swap-out with chargers, a standard spare parts kit, control/programming software, any non-standard hardware required for control, and training for either two personnel at the vendor facility or for a vendor training team to conduct on-site training for six personnel at Hickam on drone operation and maintenance. Detailed user manuals, maintenance guides, and component inventory lists must be provided, with delivery required within six months of contract date. Maintenance requirements include battery charging, spare parts replacement, and routine maintenance as outlined in vendor-provided training materials.
