About this opportunity
The Department of the Navy Naval Supply Systems Command is soliciting quotes for technical support and maintenance services for existing Octel voice mail systems at three Pennsylvania naval facilities. The contractor will be responsible for maintaining one large-capacity Octel 350 system at Naval Support Activity Philadelphia and two medium-capacity Octel 250 systems at the Philadelphia Navy Yard Annex and Naval Support Activity Mechanicsburg, including associated power rectifier and UPS units. Key requirements include providing Octel-qualified technicians, maintaining an 8-hour daily technical support center, delivering emergency maintenance with 4-hour on-site response times, conducting bi-annual preventive maintenance, and providing 24/7 remote monitoring capabilities. The government will evaluate proposals using a Lowest Price Technically Acceptable (LPTA) approach, considering technical capability and price, with 11 specific technical assessment criteria including contractor qualifications, equipment understanding, prior service experience, emergency action plans, and spare parts accessibility. The original quote deadline was July 14, 2025, but an amendment extended the due date to August 19, 2025 at 1:00 PM EST.
This procurement is designated as a Total Small Business set-aside under NAICS code 561421 (Telephone Answering Services) with a size standard of $19 million. No current incumbent contractors are specifically identified in the solicitation documents. The contract structure includes a base period from September 1, 2025 to May 31, 2026, followed by four one-year option periods extending through May 31, 2030, with a potential additional six-month extension through November 30, 2030, creating a total possible contract duration of approximately five and a half years. The pricing templates provided in the solicitation documents show placeholder values of zero dollars, indicating contractors must provide their own detailed pricing elements for each system. Performance will occur at the three specified Pennsylvania naval facilities: Naval Support Activity Philadelphia, Philadelphia Navy Yard Annex, and Naval Support Activity Mechanicsburg.
