PERFORMANCE WORK STATEMENT (PWS)
MAINTENANCE OF OCTEL OVERTURE 350
AND TWO OCTEL OVERTURE 250 SYSTEMS
AT THE NAVAL SUPPORT ACTIVITY PHILADELPHIA
AND MECHANICSBURG, AND
PHILADELPHIA NAVY YARD ANNEX
1.0 SCOPE
1.1 The Government currently provides voice mail to personnel and tenants at the Naval Support Activity (NSA), 700 Robbins Avenue, Philadelphia, PA., 5450 Carlisle Pike, Mechanicsburg, PA., and the Philadelphia Navy Yard Annex (PNYA) 5001 South Broad Street, Philadelphia, PA.
1.2 This Performance Work Statement (PWS) defines the requirements for the operation and maintenance of the existing voice mail systems at two Philadelphia sites; Naval Support Activity, Philadelphia and the Philadelphia Navy Yard Annex, and the Naval Support Activity, Mechanicsburg, PA. The Government requires technical support and maintenance of a large capacity Octel 350 system and two medium capacity Octel 250 systems. The Octel 350 system derives DC power from a rectifier unit, which will be included under this maintenance contract. The Octel 250 units have APC UPS units, which need to be included under this contract. The contractor shall provide detailed pricing elements for each system.

2.2 The contractor shall provide Octel qualified technicians for the performance of maintenance services.
2.3 The contractor shall provide technical support services to the government point-of-contact as required, including but not limited to assistance in correcting unusual anomalies and guidance in establishing feature implementations and changes. This support will be provided over the telephone when possible and on-site when necessary. The contractor shall provide its own remote Technical Support Center (TSC) and the Center shall be staffed 8 hours a day, 5 days a week excluding holidays. The contractor will respond by telephone within one hour during normal duty periods and provide solutions and/or resolution options within twenty-four hours of first notification.
2.4 The contractor shall provide emergency maintenance when a significant malfunction of system capabilities occurs, i.e., processor failure, trunk card failure, disk drive failure or failure of other primary system components. The contractor shall provide on-site technical trouble-shooting support and take corrective action during significant failures of system components. The contractor will be responsible for providing all parts necessary to restore the system(s) to the same condition that existed prior to the service request. The contractor will replace all malfunctioning components, using manufacturer recommended parts. Escalate critical failures to contractor technical support groups.
2.5 The Principle Period of Maintenance is 7:00 AM to 4:00 PM eastern time. The contractor shall respond on-site and take action within four hours during the Principle Period of Maintenance to resolve significant malfunctions. However, the contractor must be able to provide 24 hour a day remote monitoring from a central location should the need arise, and should be able to offer basic remote trouble-shooting assistance in the base package.
2.6 The contractor shall describe the escalation procedure to support this project in its proposal to the government and include the escalation procedure to be used by the on-site technician and by the Base Communications Office Manager when additional support is required to remedy significant malfunctions. The procedure will include immediate notification by the contractor technical support personnel upon awareness of major system malfunction or possible system interruption. The contractor will be prepared to respond within a time frame that is appropriate to the nature of the malfunction and be prepared to provide additional on-site support, as necessary.
2.7 The contractor shall maintain an Octel spare parts inventory. The spare parts inventory should include all components that are manufacturer-critical to the operation of the voice mail system. The contractor will restock any spare parts utilized during a repair process.
2.8 The contractor will provide an on-site crash kit for each site. The kits should include but not limited to the components critical to the voice mail system operations (controller, voice cards, power supplies, etc.).
2.9 The contractor will provide bi-annual preventive maintenance. The contractor will perform system checks, including but not limited to cleaning and changing filters, making sure system is running alarm and error-free. The contractor will provide eight backup tapes and two cleaning tapes per site that are compatible with the existing Octel systems.
2.10 The contractor will provide periodic information on Octel Software upgrades as released by the manufacturer and be certified to provide Octel upgrades and installation, if available. When providing such system upgrades, system downtime shall not occur without specific Government approval. Any scheduled downtime shall occur during off-duty hours/weekends and shall be kept to a minimum. The contractor will provide to the government all documentation as prepared by the manufacturer pertaining to the software upgrade. The government will decide when and if any and all software upgrades are installed.
2.11 The contractor will provide the capability to increase the number of user licenses. Any costs for additional licenses are to be included in the response. When providing such system upgrades, system downtime shall not occur without specific Government approval. Any scheduled downtime shall occur during off-duty hours/weekends and shall be kept to a minimum.
3.0 PERIOD OF PERFORMANCE
The base period is August 1, 2025, to January 31, 2026.
Option year 1 is February 1, 2026, to January 31, 2027.
Option year 2 is February 1, 2027, to January 31, 2028.
Option year 3 is February 1, 2028, to January 31, 2029.
Option year 4 is February 1, 2029, to January 31, 2030.
FAR 52.217-8 is February 1, 2030, to Aug 1, 2030 (IF EXERCISED).
All dates are midnight eastern time.
4.0 QUALITY CONTROL SURVEILLANCE PLAN (QASP)

4.3 Corrective Actions; State what is expected from the contractor if there are errors or items that are not meeting the mark
4.4 Conditions Found:
4.4.1 If while performing services there are conditions found that require repair/replacement and directly tie to this scope of work, the contractor shall submit a Condition Found Report to the COR and the Contracting Officer. Condition Found Report shall identify the conditions with a statement identifying the discrepancy and proposed remedy along with a full price quote of required additional service. No additional service shall take place prior to Contracting Officer approval.
4.4.2 If COR or Contracting Officer determines the Condition Found does not warrant additional services, contractor shall continue with original scope of work.
5.0 CANCELLATION/OTHER CONDITIONS
5.1 This contract may be cancelled in whole or in part with a 30-day written notice from the Contracting Officer. If this tasking is cancelled, the U.S. Government shall be liable only for payment of services received before the effective date of the termination.
5.2 The contractor must be aware of contingencies. Due to the emergent nature of exercise and real-world communications requirements and schedules, adjustments in the amount of labor, overtime and other resources needed to complete the task may be required.
5.3 This contract may be terminated in whole or in part with a 30-day written notice from the Contracting Officer. In the event of such cancellation or if the Government should decide not to exercise an option period, under no circumstances shall the Government be liable for proposal costs, administrative costs, severance, overhead, profit, or any other cost subsequent to the effective date of the whole/partial cancellation of non-exercise of option period. The Government will be liable only for payment for services received before the effective date of the whole/partial cancellation or non-exercise of option period.
6.0 CONTRACTOR PERSONNEL
6.1 STANDARDS OF BEHAVIOR; Contractor personnel shall present a neat, clean and professional appearance as generally observed in a professional setting and shall adhere to the US Navy’s no smoking policy. Smoking is allowed only in designated areas where it does not compromise the rights of non-smokers.
6.2 PERSONNEL REMOVAL; Government rules, regulations, laws, directives, and requirements which are issued during the contract term relating to law and order, installation administration, and security on the installation shall be applicable to all contractor employees or representatives who enter the installation. Violation of such rules, regulations, laws, directives, or requirements may result in the command removing personnel from the base. Removal of employees does not relieve the contractor from the responsibility for the work defined in this contract.
6.3 REMOVAL BY INSTALLATION COMMANDER; The Installation Commander may bar an individual from the installation for conduct determined to be contrary to good order, discipline, or installation security.
6.4 REMOVAL BY CONTRACTING OFFICER; The Contracting Officer may require the contractor to remove any employee, working under this contract, for reason of misconduct or security. Contractor employees shall be subject to removal from the premises upon determination by the Contracting Officer that such action is necessary in the interests of the government.
6.5 GENERAL/MISCELLANEOUS INFORMATION (Informational Purposes Only);
6.5.1 Identification of Employees: The Contractor shall be responsible for furnishing identification cards to its employees as may be approved and directed by the Contracting Officer’s Representative. The Contractor shall require its employees to display this identification at all times. Upon release of any employee, the Contractor shall immediately take procession of the prescribed identification card.
6.5.2 Transportation: The contractor shall provide contractor-owned vehicle/transportation for use during working hours. Only contractor’s employees who possess a valid U.S. motor vehicle operator’s identification card shall operate the vehicle. All contractor motor vehicle operators must comply with traffic safety program set forth in OPNAV Instruction 5100.12.
6.5.3 The Secretary of the Navy has determined that the illegal possession and use of drugs and paraphernalia by civilian and contract employees in the military setting contributes directly to military drug abuse and undermines command efforts to eliminate drug abuse among military personnel. The policy of the Department of the Navy, including the Marine Corps, is to deter and detect drug offenses by civilian and contract employees on military installations. Measures to be taken to identify drug offenses on military installations, and to prevent introduction of illegal drugs and paraphernalia include routine, random inspections of vehicles and personal possessions on entry or exit, with drug detection dog teams, when available. Where there is probable cause to believe that a civilian or contract employee on board a Naval or Marine Corps installation has been engaged in use, possession, or trafficking of drugs, that employee may be restricted or detained for the period necessary until that employee can be removed from the installation or can be turned over to local law enforcement authorities having jurisdiction, as appropriate. When illegal drugs are discovered during an inspection or search of a vehicle operated by a civilian or contract employee, the employee and vehicle may be detained for a reasonable period of time necessary to turn the employee and the vehicle over to appropriate civil law enforcement officials; action may be taken to suspend, revoke, or deny installation driving privileges. Implicit with the acceptance of this contract is the Contractor’s agreement to comply with Federal statues, laws, and regulations, including those regulations issued by the commander of the military installation.
