About this opportunity
Customs and Border Protection intends to award a sole-source purchase order to Pro Flight Gear, LLC for 1,063 P.A.C.E. NG Earbuds by September 15, 2026, with a response deadline of September 14, 2026. The procurement is set aside for small business.
Air and Marine Operations will outfit Air Interdiction Agents and Aviation Enforcement Agents with the earbuds to enhance communication clarity with Federal Aviation Administration Air Traffic Control during flight operations and provide improved hearing protection during high-noise law enforcement activities. The earbuds are designed to insert in the ear canal and interface with newly purchased Rotary Wing Advanced Technical Helmet flight helmets and headsets.
CBP justifies the sole-source award under FAR 12.102(a) on the basis that the item is peculiar to one manufacturer. AMO conducted field testing of three earbud options—original with foam, PACE regular with foam, and PACE NG with silicone—and determined that PACE NG with silicone tips provided the best fit inside the RATH headset and represents the correct size for compatibility with the new helmets. One set of earbuds will issue with each RATH helmet and headset to aircrew personnel.
Fair and reasonable pricing will be established through comparison with previous purchase prices, review of the manufacturer's current price list, and historical pricing data. The sole-source determination, dated September 1, 2026, is attached.
