CBP's Air and Marine Operations (AMO) is procuring 1,063 PACE NG Earbuds to outfit Air Interdiction Agents (AIA) and Aviation Enforcement Agents (AEA) for use during flight operations and law enforcement activities. The earbuds will be inserted in the ear canal and worn in conjunction with newly purchased Rotary Wing Advanced Technical Helmet (RATH) flight helmets and headsets to enhance communication clarity with Federal Aviation Administration Air Traffic Control and improve hearing protection in high-noise helicopter environments. The procurement is justified as a sole source acquisition under RFO 12.102(a) on the basis that the item is peculiar to one manufacturer. AMO conducted field testing of three earbud options—original with foam, PACE regular with foam, and PACE NG with silicone—and personnel determined that the PACE NG with silicone tips provided the best fit inside the RATH headset and represents the correct size for compatibility with the new helmets. One set of PACE NG Earbuds will be issued with each RATH helmet and headset to aircrew personnel. Fair and reasonable pricing will be established through comparison with previous purchase prices, review of the manufacturer's current price list, and historical pricing data. The determination was dated September 1, 2026, with PR Number 20160316.

CBP Air and Marine Operations (AMO) is requesting 1,063 PACE NG Earbuds to outfit Air Interdiction Agents (AIA) and Aviation Enforcement Agents (AEA) with proven equipment to communicate with Federal Aviation Administration (FAA) Air Traffic Control (ATC) in airspace in the U.S. as well as providing increased clarity of communication for crew and tactical ground teams during Law Enforcement operations.

Explanation of the rationale cited:
AMO recently purchased 1,063 new Rotary Wing Advanced Technical Helmet (RATH) flight helmets. The objective of this requirement is to purchase 1,063 earbuds to outfit new and existing AIAs and AEAs. These earbuds will be placed inside the ear canal during flight operations in conjunction with the RATH Headset to provide clarity in communications and increase hearing protection in high noise environments experienced by Helicopter air crews. The earbuds that AMO requires must have a specific connection to them to work with the RATH headset.
AMO provided three different earbuds to the field for testing; original with foam, PACE regular with foam, and PACE NG with silicone. Crews all preferred the PACE NG with silicone tips as they fit inside the headset the best. Most importantly, the PACE NG earbuds are the correct size to work with the new RATH flight helmets.
AMO is planning to issue one set of PACE NG Earbuds with each RATH helmet and headset issued to aircrew personnel.
