About this opportunity

The Library of Congress Collections Digitization Division is seeking to procure an oversized 180-degree book imaging system through solicitation 030ADV25Q0214, specifically requiring a specialized book cradle system for digitizing collection materials. The system must accommodate books up to 24x32 inches when opened, support materials completely flat during image capture, and be compatible with Digital Transitions "Auto-Column" or Cambo RPS column equipment. Offerors must submit comprehensive proposals including technical documentation limited to 10 pages, product demonstrations via Zoom/Teams scheduled for October 2025, past performance references with completed questionnaires, and detailed pricing information. The evaluation will utilize a best value trade-off approach considering technical proposals, product demonstrations, past performance, and price factors. Critical deadlines include offeror questions due by September 11, 2025 at 3:00 PM EDT, with final proposal responses due by September 29, 2025 at 3:00 PM EDT, and proposal validity extending until March 1, 2026.

This procurement operates without any set-aside designations and will be performed at the Library of Congress in Washington, DC, with installation requirements accommodating approximately 111-inch ceiling height constraints. The contract structure includes a firm-fixed-price base period from February 1, 2026 to January 31, 2027, with an extended 4-year warranty period running from February 1, 2026 to January 31, 2030. The acquisition supports the Library's extensive digitization operations that produce millions of digital images annually from diverse collection materials including books, manuscripts, maps, photographs, and film. This procurement aligns with the Library's leadership role in the Federal Agencies Digital Guideline Initiative (FADGI) Still Image Working Group, which establishes imaging standards and metrics for all federal agencies and serves the broader cultural heritage community. No incumbent contractors or specific budget ranges are identified in the available documentation, though the technical specifications indicate requirements for handling maximum book weights, specific dimensional constraints, and detailed performance metrics outlined in the evaluation criteria spreadsheet.
