A13. Bid due date cannot be extended. Requirement cannot be changed to allow electronic bids to be submitted.

This Amendment #0001 to solicitation 1232SD18B0018 is issued pursuant to questions received from interested firms. All other firms interested to submit a "Bid" must include a signed copy of this amendment with their bids as confirmation having read the amendment.
Q1. Is this section needed? C.2.7.3 OSHA training requirements shall be strictly enforced prior to the commencement of work. The job superintendent must be an OSHA certified "competent person" with 30 hours of training and all other employees work on the project must have a minimum of 10 hours of OSHA training.
A1. Yes.
Q2. The area shown on the plans appear to extend past the areas of existing asphalt, please clarify. (see attachments)
A2. Area being done is existing asphalt only. The large area of grass will not be done. The drive area close to the building will be done, but only up to the area where the asphalt transitions to concrete close to the building.
Q3. Is this section needed? 7. Contractor must have a superintendent on the job at all times when working on this project certified per Contractors SSSP/APP. It is acceptable to utilize any Subcontractors Superintendent if certified and included in SSS/APP and approved by CO.
A3. Yes, superintendent is required. Prime contractor designates through their
chain-of-command person to serve as acting superintendent.
Q4. Are there any quantities listed for milling, crack filling, striping or asphalt overlay?
A4. No.
Q5. When the overlay starts will all cars be clear of the area?
A5. The two parking lots will be cleared individually, but not at the same time.
Q6. Due to the time of year and the cooler temperatures this project may not be performed this year. Is this acceptable?
A6. Weather is unpredictable, but if the weather is not appropriate for this work, then it will be acceptable. But efforts are anticipated to get it done if practical.
Q7. Luke mentioned additional striping, please clarify?
A7. The original striping spaces that were striped but now the paint is barely visible. The striping will go between the 13 parking bumpers in the south parking lot.
Q8. Is MDOT or MPWSS ok to apply for the hot mix design?
A8. MDOT hot mix asphalt mix designs for overlays will be acceptable. MOOT 64/22 1/2" has been recommended by a contractor, but it could not be verified due to time, so if it is for suitable for 2" overlays, it will be acceptable.
Q9. It was mentioned that testing will not be required, please clarify.
A9. Initially no, but if the Government considers testing is needed it will modify the contract appropriately.
Q10. Would you consider an asphalt mastic in place of milling & patching cracks? (There will be no bleed through with mastic)
A10. Not at this time.
Q11. What is the square footage for overlay?
A11. The estimated Total Area is 5800 square yards plus or minus l0%.
All other terms and conditions of the original solicitation remain unchanged and in full force and effect.

The United States Department of Agriculture (USDA), Agricultural Research Service (ARS) is issuing a Solicitation Notice for Solicitation Number 1232SD18B0018 for Overlay asphalt parking lots and driveways for Fort Keogh Livestock & Range Research Laboratory located near Miles City, MT. The solicitation is issued as an Invitation for Bid (IFB) which will result in a single firm fixed-price (FFP) construction contract. This procurement is being competed as a Total Small Business Set-Aside. Offers from other than Small Business concerns will not be considered and shall be rejected. The offeror must be a General Construction company with an approved North American Industry Classification System (NAICS) Code 237310- Highway, Street, and Bridge Construction, Size Standard $36.5 Million and bonding capacity. A bid guarantee is required under this solicitation. A Payment Bond and a Performance Bond will be required after award.
A Site Visit is scheduled for Thursday, August 23, 2018 @ 09:00 a.m. (local time) at the Fort Keogh Livestock & Range Research Laboratory, 243 Fort Keogh Road, Miles City, MT 50301.
The Contractor shall provide all labor, materials, tools, equipment, transportation, supervision, coordination, and services necessary to "Overlay Asphalt Parking lots & Driveways at Fort Keogh near Miles City, MT.
a. To install a 2" hot asphalt overlay of the North and South Parking Lots and Driveways at the Fort Keogh Facility, as noted in the attached "North Parking Area 20180730v5.pdf" and "South Parking Area 20180730v5.pdf"
b. Mill areas where needed to provide smooth transitions at adjacent drives, concrete gutters and curbs
c. Deep cracks as noted on the drawings shall be milled 2 inches deep and approximately 18 inches wide, then filled with hot mix asphalt. Then overlaid with another 2" of hot mix asphalt, for total of 4" of new asphalt.
d. Overlay Parking lots with 2 inches of hot asphalt mix.
e. Install 13 new concrete parking bumpers.
f. Paint Stripes on North Parking lot like the existing.
g. The Contractor will provide a turn-key project satisfying all Local, State, and Federal requirements.
h. Contractor is responsible for any damages to adjacent equipment during installation. The Contractor is responsible for making repairs to meet or exceed conditions prior to damage.
I. The Contractor is responsible for visiting the site prior to submitting a proposal to observe existing conditions and clearly define scope of work. No compensation will be provided for conditions that would be visible during an on-site visit for persons experienced performing this type of work.
All work shall be completed in accordance with the Statement of Work and IFB documents. Work is to be completed within 60 calendar days of receipt of Notice to Proceed.
The magnitude of construction cost for this project is between $125,000 and $175,000.
NOTICE TO PRIME (GENERAL) CONTRACTORS: The UNRESTRICTED offeror must be registered in the System for Acquisition Management (SAM)database at https://www.sam.gov prior to award. This procurement requires the use of bio-based products to the extent that such products are reasonably available, meet agency or relevant industry performance standards, and are reasonably priced. Where available, these products should first be acquired from among qualified products that fall under the umbrella of items designated through the USDA Bio-Preferred SM Program.
Construction Phase Services shall include, but not be limited to construction; administration of the construction contract and all sub-contracts; coordination of regular construction meetings; CPM scheduling; maintaining construction records including daily logs and monthly reports; monitoring of construction costs; administration of a Quality Control program and related inspection; close-out submittals, including record drawings and O & M at the completion of the project; and other required services specified in the Construction Documents (this Statement of Work & Attachments). The Contractor is responsible for the construction, including timely delivery and project cost control. Construction Phase Services beginning at the issuance of the NTP after the Contract is awarded through construction completion.

The United States Department of Agriculture, Agricultural Research Service, Northern Plains Area, Fort Keogh Livestock and Range Research Laboratory, USDA/ARS/NPA, 243 Fort Keogh Road, Miles City, MT 59301 has a requirement for the Overlay Asphalt of Parking Lots & Driveways at Fort Keogh near Miles City, Montana.
An Invitation for Bid (IFB) will be issued on this Federal Business Opportunities website on or about 15 days after this synopsis notice is posted. USDA/ARS seeks a qualified Contractor who shall provide all professional services necessary for the accomplishment of the Overlay of Asphalt Parking Lots & Driveways at Fort Keogh near Miles City, Montana. Contractor will provide a turn-key product to include but not limited to all materials as specified and the proper installation of all material and equipment per manufacturer's recommendations.
Completion Time: 60 calendar days after issuance of Notice to Proceed. Prior to commencing work, the contractor receiving award shall provide proof that an OSHA certified "competent person" (CP) (29 CFR 1926.20 (b)(2)) with 30-hour OSHA certification will maintain a presence at the work site whenever the general or subcontractors are present. All employees of general contractor or subcontractors on site shall have the 10-hour OSHA certified Construction Safety course.
The government intends to award a Firm Fixed Contract in September 2018. Important: This notice does NOT constitute a request for proposal, request for quote or invitation for bid. The intent of this notice is to provide the pre-solicitation notice required by FAR 5.2- Synopsis of Proposed Contract Actions in preparation for release of the Invitation for Bid at a later date.
