About this opportunity
The U.S. Coast Guard is soliciting quotations for the overhaul of Electro-ME Actuators (NSN: 1680-01-329-7411, Part Number: 880T100-3) to support HC-130J aircraft maintenance operations. This Request for Quotation (RFQ) seeks a contractor capable of overhauling aviation components to Ready for Issue condition, requiring the selected vendor to be an FAA Overhaul Facility, OEM Certified Overhaul Facility, OEM Certified Distributor, or DoD Certified Overhaul Facility with appropriate airworthiness certification capabilities. The contractor must provide comprehensive overhaul services including all necessary parts, labor, and materials, with a 90-day turnaround time requirement and maintain replacement part certification records for 24 months after delivery. The procurement will be awarded on a lowest-priced, technically acceptable basis as a firm-fixed price purchase order. Quotations are due by July 8, 2025, at 2:00 PM EST, with an anticipated award date of July 11, 2025.
This solicitation is designated as a 100% small business set-aside under NAICS code 336413 with a size standard of 1,250 employees. The Coast Guard intends to initially procure three actuators with an option to increase the quantity to six units within 365 days of the initial award at the same unit price, exercisable through unilateral modification. No incumbent contractor or current award values are specified in the solicitation documents. The overhaul services will support the Coast Guard Aviation Logistics Center's Long-Range Surveillance Product Line Division in maintaining critical aircraft components for HC-130J operations. Performance location is not explicitly specified, though the work involves depot-level maintenance services that will ultimately support Coast Guard field units in their search and rescue, law enforcement, and marine environmental protection missions.
