About this opportunity
Marine Forces Special Operations Command (MARFORSOC) is soliciting proposals for the exterior restoration of two outdoor static display aircraft located at Stone Bay, Camp Lejeune, North Carolina. The aircraft are used for training purposes where groups of students regularly enter for instruction, but only the exterior portions require restoration as the aircraft are not flightworthy and are exposed to the elements. MARFORSOC specifically notes they are not seeking museum-quality restoration work. The contract will be awarded based on best value evaluation criteria in order of importance: Technical Acceptability, Timeframe for Completion, and Price, with completion required within 90 calendar days of award. A mandatory site visit is scheduled for August 28, 2025, at 10:00 AM EST, and vendors must submit access requests by August 25, 2025, at 12:00 PM EST to the contracting office. Proposals are due by September 19, 2025, at 12:00 PM EST, and only vendors who attend the site visit will be considered for award.
This procurement is set aside for small businesses under the Women-Owned Small Business (WOSB) program with a size standard of $40,000,000 and falls under NAICS code 488190 (Other Support Activities for Air Transportation). No incumbent contractors are identified in the solicitation materials. While specific contract values are not disclosed, the timeframe for completion requires an average of six weeks per aircraft unless weather delays occur, indicating a total performance period of approximately 12 weeks for both aircraft. The work will be performed at Stone Bay within the MARFORSOC compound at Camp Lejeune, requiring contractors to obtain proper security clearances and facility access. The government intends to award the contract without discussions, emphasizing the importance of submitting a complete and competitive initial proposal.
