About this opportunity
The U.S. Geological Survey (USGS) Office of Acquisitions and Grants is soliciting quotations for the replacement of an outboard motor as part of the Wooldridge Sport Re-power project. The procurement seeks a new 4-stroke, 200 horsepower, 6-cylinder outboard engine with a 20-inch shaft length weighing less than 550 pounds, capable of conversion to a jet drive system. Vendors must submit a signed SF 18 form with pricing, a technical submission demonstrating qualifications and experience, listings of prior relevant contracts with two or more professional references, a firm fixed-price quote, lead time information, place of manufacture details, and their System for Award Management UEI. The evaluation will be conducted using a tradeoff method, with award decisions prioritizing past performance and lead time over price, and each offeror must provide sufficient documentation to establish technical acceptability. Questions regarding the solicitation (RFQ 140G0326Q0013) were due by January 7, 2026 at 1500 PST, and all responses must be submitted electronically to yangzhideng@usgs.gov by January 12, 2026 at 1500 PST, with hardcopy submissions not accepted.
This is a total small business set-aside procurement with no incumbent contractor identified. The solicitation does not specify an explicit award value or budget range. The contract requires delivery of one outboard motor with installation and rigging work to be completed by March 31, 2026. Parts must be picked up at the vendor's facility located within a 2-hour driving distance from the USGS warehouse in Troutdale, Oregon, establishing both the geographic constraint for vendor location and the place of performance. The solicitation references commercial items standards under FAR Subpart 12.6 with provisions effective through Federal Acquisition Circular 2025-06, and Amendment 0001, issued January 7, 2026, addressed previously submitted questions while maintaining the original due date with no further questions permitted.
