About this opportunity
The Office of the Undersecretary of Defense for Research and Engineering (OUSD(R&E)) Manufacturing Technology Program (ManTech) has issued a Special Notice through the Washington Headquarters Service seeking advanced manufacturing technologies and processes. This Broad Other Transaction Announcement (BOTA) with identifier HQ003425BOTA1 invites companies to submit innovative manufacturing concepts for potential integration into the Department of Defense's industrial base. The announcement is designed to foster collaboration between government and industry in identifying, developing, and maturing new manufacturing and repair processes. The BOTA will remain open for three years, from October 2, 2024, to October 2, 2027, with periodic calls for submissions in specific Capability Focus Areas (CFA). Companies are encouraged to submit concept white papers and quad charts demonstrating emerging technologies across various technical domains.
The primary objective of this Special Notice is to bridge the gap between technological discovery and implementation of new capabilities for defense applications. Contractors can submit responses to the BOTA and/or periodic CFAs, with no limit on the number of submissions, though separate white papers are required for multiple technical areas. Anticipated award types include non-funded Information Exchange Agreements (IEA), Other Transaction (OT) agreements, or FAR-based procurement contracts. Submissions must include a 5-page white paper and a 4-page presentation, focusing on technologies such as advanced electronics, photonics, bio-manufacturing, advanced materials, additive manufacturing, robotics, AI automation, and cybersecurity. Eligible participants include companies with new manufacturing processes and emerging technologies at mid or high readiness levels. Responses to CFAs will be due within 45 days of issuance, and all submissions will be reviewed for relevance and merit in addressing the specified capability focus areas. Classified submissions up to Top Secret level are accepted, following proper security protocols.
