About this opportunity
The U.S. Geological Survey Oklahoma-Texas Water Science Center is procuring specialized oceanographic monitoring equipment through a brand name only acquisition for Pro-Oceanus Systems CO2-Pro CV sensors and associated pumping equipment. The procurement requires two CO2 sensors capable of measuring partial pressure of CO2 in seawater using infrared detection technology, with specifications including 600-meter depth rating, factory calibration, and one-second sampling capability, along with centrifugal pumps operating at 2000 RPMs with antifouling capabilities. This equipment will establish a new Ocean and Coastal Acidification monitoring station in Galveston Bay to measure baseline conditions for carbonate system stressors and develop frameworks for understanding coastal acidification impacts across the Gulf of Mexico. The evaluation will be conducted on a lowest price technically acceptable basis, accepting only quotes from authorized Pro-Oceanus resellers. The Request for Quote 140G0125Q0170 was issued on August 13, 2025, with written quotes due by August 21, 2025, at 1700 CD, and vendors must be registered in SAM.gov to be eligible for award.
This procurement operates as a full and open competition without any small business set-aside designation, despite falling under NAICS code 334513 with a size standard of 750 employees. No incumbent contractors are identified in the solicitation documents, as this represents a new monitoring station installation rather than a replacement of existing equipment. While specific contract values are not disclosed, the procurement involves acquiring two specialized sensors and pumping systems for scientific research applications. Delivery is required within 60 days after receipt of order to the USGS facility located at 19241 David Memorial Drive, Suite 180, Shenandoah, Texas. The anticipated contract award date is September 12, 2025, with performance focused on equipment delivery rather than ongoing services. A prior sources sought notice posted from July 14-21, 2025, received no responses, supporting the agency's decision to proceed with the brand name only acquisition approach.
