About this opportunity

The National Oceanic and Atmospheric Administration (NOAA) is seeking a contractor to provide scientific and technical support for chemical hazard assessment and emergency response services through a five-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The contractor must deliver 24/7 on-call support for analyzing chemical and petroleum samples, assessing environmental and human health impacts from oil and hazardous materials pollution events, and supporting Coast Guard-led emergency responses. Key requirements include maintaining qualified personnel with scientific backgrounds in chemistry or environmental science, responding within one hour of initial contact, and providing oral and written chemical hazard assessments within two hours. The evaluation will prioritize the technical approach over pricing, with the Government selecting the quote most advantageous to their needs based on demonstrated capabilities in oil sample analysis, scientific communication, emergency response support, and maintenance of specialized petroleum and chemical sample libraries. The deadline for quote submission is December 3, 2025, at 10:00 AM ET, with an amendment issued on November 25, 2025, adding Questions and Answers documentation.

This procurement is set aside for Women-Owned Small Businesses (WOSB), and the incumbent contractor is Research Planning, Inc., which holds the current follow-on contract. The maximum contract value is $4.99 million over the five-year period from January 1, 2026, through December 31, 2030, structured as a base 12-month period plus four optional 12-month renewals. Pricing will be evaluated using the Rates Only for Pricing Evaluations (ROPE) method with hourly rates for labor categories including Principal Investigator, Senior Scientist, Program Manager, and Field Investigators, along with time-and-materials costs for travel, equipment, and supplies. The anticipated workload includes approximately one emergency response incident per month, each lasting 1-3 days, with most work occurring in U.S. coastal regions, though international response capability is required. Place of performance is throughout the United States, with personnel expected to maintain HAZWOPER certification and advanced scientific credentials to support the Emergency Response Division's chemical hazard assessment mission.
