About this file
This file is a Request for Quote (RFQ) Attachment B Price Schedule for Emergency Chemistry Response Support Services, an Indefinite Delivery/Indefinite Quantity (IDIQ) contract issued by the Department of Commerce's National Oceanic and Atmospheric Administration (NOAA). The estimated maximum ordering value is $4.99 million, with a base 12-month period and four 12-month option periods spanning January 2026 to December 2030. The solicitation uses the Rates Only for Pricing Evaluations (ROPE) method and requires hourly rates for labor categories including Principal Investigator, Senior Scientist, Program Manager, and two Field Investigator positions.
The first task order (Task Order 1) focuses on Emergency Chemistry Response Support Services, specifically Task A - Incident Response. The pricing structure includes both fixed-price labor expenses and time-and-materials (T&M) non-labor expenses for travel, equipment, supplies, and subcontractors. Non-labor expenses are estimated to increase incrementally across the ordering periods, with initial base period estimates of $20,000 for travel, $9,500 for equipment, $10,000 for supplies, totaling $39,500 in non-labor expenses. The contractor is required to use rates in effect during the specific ordering period, with the first task order serving as the minimum guarantee.
