ATTENTION: A pre-solicitation telephone conference meeting for this project is scheduled for Monday, 18 April 2016 at 1:00 PM Pacific time. Vendors interested in attending should email the Contract Specialist, Mr. David Boone, at david.c.boone@usace.army.mil by close of business on Friday, 15 April 2016. A call-in number and access code for the telephone conference will be provided.

The U.S. Army Corps of Engineers, Portland District intends to issue an Invitation for Bids (IFB) No. W9127N-16-B-0006 for dredging along the Oregon Coast and within the Lower Columbia River Estuary. Port Orford, Charleston, Baker Bay, and Skipanon River are the projects to be included in the solicitation. A clamshell dredge will required for this contract. All placement sites are in-water. All of the work is maintenance dredging.
Port Orford is located in Curry County, Oregon. The anticipated scope within this contract will include dredging and placement of approximately 25,000 cubic yards of material with placement in 404 near shore site. The environmental in-water work window is May 1 through October 31.

Charleston is located in Coos County, Oregon, adjacent to Coos Bay. The anticipated scope within this contract will include dredging and placement of approximately 20,000 cubic yards of material with placement in-water at the offshore portion of the Ocean Dredged Material Disposal Site F. The Environmental work window for Charleston is from July 1 through October 31.

Baker Bay is located in Ilwaco, Pacific County, Washington. The anticipated scope within this contract will include dredging and placement of approximately 120,000 cubic yards of material with placement in-water in the Columbia River within four miles (one-way). The environmental in-water work window is August 1 through December 15.

Skipanon River is located in Clatsop County, Oregon. The anticipated scope within this contract will include dredging and placement of approximately 250,000 cubic yards of material with placement in-water in the Columbia River within four miles (one-way). The environmental in-water work window is August 1 through December 15.

The project work window will allow for approximately 165 days. Payment method will be by pre-post survey. Project depths will be determined in the solicitation. The most recent surveys can be viewed at:

The solicitation will be available for download on or about April 26, 2016 with bids due approximately 30 days after advertise. Contract award is anticipated in the first half of June.

This procurement is a total small business set-aside. The NAICS code for this procurement is 237990. The small business size standard is $27.5 million. The magnitude of construction is between $1,000,000 and $5,000,000.
