About this opportunity

The Space and Missile Systems Center is soliciting proposals for the Orbital Services Program-4 multiple award Indefinite Delivery/Indefinite Quantity contract to provide launch services for small satellites over the next nine years. Offerors must propose design, integration, launch, and associated mission assurance, analysis, and hardware services. Proposals will be evaluated on technical capability, mass-to-orbit, and compliance with contract terms. The final proposal request for the initial Space Test Program Small Spacelift #28 task order must be submitted within 15 days of release.

There is no set-aside designation for this procurement. The NAICS code is 481212 for rocket and space vehicle launching with a small business size standard of 1,500 employees. Up to nine contracts may be awarded over nine years with a minimum first task order for a Launch Service User Guide Study. Launch services will be provided to the Space and Missile Systems Center at Kirtland Air Force Base in New Mexico to fulfill payload requirements ranging from 400 pounds to low Earth orbit up to 8,000 pounds to geosynchronous transfer orbit.

The Space and Missile Systems Center's (SMC) Launch Enterprise, Small Launch and Targets Division, Rocket Systems Launch Program (RSLP), at Kirtland Air Force Base, New Mexico, is releasing a Request for Proposal (RFP) for the Orbital Services Program-4 (OSP-4), multiple award Indefinite Delivery/Indefinite Quantity (IDIQ) Contract. The RFP is included as an attachment to the announcement. The first minimum award task order is also attached. All qualifying offerors awarded a basic contract will be awarded a Launch Service User Guide Study Task order. This is not a small business set-aside; however, responses from small and small disadvantaged businesses are highly encouraged. The North American Industry Classification System (NAICS) code for this effort is 481212. The small business size standard is 1500 employees.

The OSP Bidder's Library is now accessible to interested parties by request only. The library provides a collection of relevant program guidance and reference documents not generally available to the public, to which offerors may need access in order to develop high quality proposals. The OSP-4 Bidder's Library will be mailed to a specified address via a compact disc. Parties interested in accessing the OSP-4 Bidder's Library should send their requests to the email addresses below. The requests should include: company name; Commercial and Government Entity (CAGE) code; and point-of-contact name, email and phone number. Foreign firms are advised they will not be allowed to participate in this acquisition at the prime contractor level.
Update on First Mission Task Order under OSP-4, Space Test Program Small Spacelift #28 (STP-S28)


The final Fair Opportunity Proposal Request (FOPR) for STP-S28 will be released within 15 calendar days directly to offerors that submit a proposal for OSP-4. However, only qualifying offerors on the OSP-4 IDIQ will be considered for the STP-S28 mission task order award.

Below are questions the Government has received requesting clarification on the OSP-4 RFP:
1.Can the Executive Summary include discussion of one or more launch vehicles?
a.Yes, the executive summary can discuss/describe various launch vehicles.


2.Will we be able to bid any Launch Vehicle/configuration on a Fair Opportunity
Proposal Request (FOPR) even if that Launch Vehicle is not included in our
Capability Questionnaire?
a.Yes. SMC/LEX is interested in offerors demonstrating a launch capability,
not certifying launch vehicles. For OSP-4 Task Orders, the offeror can
propose whichever vehicle/configuration best suites mission requirements.
For the basic contract the offeror is only required to propose one launch
vehicle that will meet the Capability Questionnaire requirements.
