About this opportunity

Princeton Plasma Physics Laboratory, a Department of Energy national laboratory, is soliciting capability statements from potential sources for Oracle Cloud SCM Redwood migration support services, with responses due August 31, 2026. No set-aside is contemplated; PPPL explicitly welcomes Large Businesses, Small Businesses, and all socioeconomic categories (SDB, 8(a), WOSB, SDVOSB, EDWOSB, HUBZone, HBCU/MIs) and reserves the right to impose specific set-asides based on response patterns.

Work is performed remotely unless PPPL authorizes onsite activity. PPPL requires demonstrated experience supporting Oracle Fusion Cloud ERP and SCM applications with specific SCM Redwood transition expertise; prior PPPL-specific experience is beneficial but not mandatory.

The engagement is limited in scope and explicitly excludes full end-to-end migration, broad optimization, extended production support, comprehensive configuration remediation, full end-user training curriculum, dedicated project management, extended hypercare, and new functional enhancements unrelated to Redwood readiness. In-scope functional areas include Oracle Purchasing, Procurement, Self Service Procurement, Order Management, Product Data Management, Inventory Management, Cost Accounting, and Receipt Accounting. The supplier shall provide five base tasks: mobilization and scope confirmation, focused Redwood impact assessment for priority SCM processes and configurations, minimum viable roadmap, advisory support and limited hands-on assistance for PPPL-approved critical actions, and knowledge transfer and closeout. Deliverables include kickoff notes and workplan (within 10 business days) and a readiness recommendation with knowledge transfer materials.

Responses must be submitted electronically to Cheryl Colan at ccolan@pppl.gov. This notice is market research only; no contract award or commitment to reimburse response costs is guaranteed, and any future solicitation will be posted on SAM.gov.

Notice text

Princeton Plasma Physics Laboratory (PPPL), a national laboratory within the Department of Energy, is hereby soliciting information from potential sources regarding Oracle Cloud SCM Redwood Migration Support services. The objective is to obtain limited Oracle Cloud SCM Redwood migration support sufficient to identify PPPL's required readiness work, confirm the minimum viable path forward, support a small set of PPPL-authorized critical actions, and transfer practical knowledge to PPPL staff. The engagement is not intended to be a full end-to-end Redwood migration, broad optimization effort, or extended production support project.

PPPL is seeking capability statements from all interested parties, including Large Businesses, Small Businesses, and all socioeconomic categories (SDB, 8(a), WOSB, SDVOSB, EDWOSB, HUBZone), as well as HBCU/MIs. This information will be used to determine the appropriate level of competition and establish small business subcontracting goals. PPPL reserves the right to consider specific set-asides based on the responses received.
