About this file
This is a Statement of Work (SOW) for Oracle Cloud Supply Chain Management (SCM) Redwood migration support services for Princeton Plasma Physics Laboratory (PPPL), a Department of Energy-funded National Laboratory located in Princeton, New Jersey.
PPPL implemented Oracle Cloud as its enterprise resource planning platform in October 2023, replacing Microsoft Great Plains. Oracle is transitioning its Fusion Cloud applications to the Redwood user experience, requiring PPPL to prepare affected SCM business processes, configurations, security roles, personalizations, extensions, test scripts, training materials, and support practices. The objective is to obtain limited advisory and implementation support to identify required readiness work, confirm the minimum viable migration path, support critical actions, and transfer knowledge to PPPL staff—not a full end-to-end migration, broad optimization effort, or extended production support project.
The supplier shall provide consulting services focused on minimum work needed to reduce operational risk and enable informed readiness decisions. In-scope functional areas include Oracle Purchasing, Procurement, Self Service Procurement, Order Management, Product Data Management, Inventory Management, Cost Accounting, and Receipt Accounting. Base scope includes five tasks: (1) mobilization and scope confirmation, (2) focused Redwood impact assessment for priority SCM processes and configurations, (3) minimum viable roadmap distinguishing required readiness work from optional enhancements, (4) advisory support and limited hands-on assistance for PPPL-approved critical configuration and validation, and (5) knowledge transfer and closeout. Work explicitly excluded from scope includes comprehensive remediation of all configurations, full end-user training curriculum, dedicated project management, extended hypercare, and new functional enhancements unrelated to Redwood readiness. The supplier must demonstrate experience supporting Oracle Fusion Cloud ERP and SCM applications with specific SCM Redwood transition expertise. Prior PPPL-specific experience is beneficial but not mandatory. Work is expected to be performed remotely unless PPPL authorizes onsite activity. Deliverables include kickoff notes and workplan (within 10 business days), focused impact assessment, minimum viable plan, and readiness recommendation with knowledge transfer materials, with delivery dates to be determined by PPPL and the supplier based on awarded scope, priorities, and available funding.

All
1.0 Background
Princeton Plasma Physics Laboratory (PPPL) is a Department of Energy (DOE) funded National Laboratory, established in 1951, with the primary mission of developing and advancing fusion energy and plasma physics technology. It is located at the Forrestal Campus of Princeton University on Route 1 in Plainsboro, New Jersey.
PPPL has implemented Oracle Cloud in October 2023 as its enterprise resource planning platform. Oracle Cloud replaced Microsoft Great Plains as the business system for the Laboratory, supporting accounting, purchasing, project budgeting and costing, material management, and related business operations. The system interfaces with other Laboratory and Princeton University systems, including financial, human resources, and travel-related systems.
Oracle is transitioning Oracle Fusion Cloud applications to the Redwood user experience. For Supply Chain Management (SCM), PPPL must prepare affected business processes, configurations, security roles, personalizations, extensions, test scripts, training materials, and support practices so that required functions continue to operate effectively as Redwood capabilities are adopted.
This SOW is intended to procure advisory and implementation support from a supplier with an efficient method to meet the required outcome.
2.0 Objective
The objective is to obtain limited Oracle Cloud SCM Redwood migration support sufficient to identify PPPL's required readiness work, confirm the minimum viable path forward, support a small set of PPPL-authorized critical actions, and transfer practical knowledge to PPPL staff. The engagement is not intended to be a full end-to-end Redwood migration, broad optimization effort, or extended production support project.
3.0 Scope of Work
The Supplier shall provide consulting services and expert guidance to support PPPL's Oracle Cloud SCM Redwood readiness and migration planning. Services shall be focused on the minimum work needed to reduce operational risk, support an informed readiness decision, and enable PPPL to authorize only those activities that are necessary for continuity of existing SCM processes. This section establishes the overall scope framework; the specific base-scope services are identified in Section 3.1.
In-scope Oracle Cloud SCM functional areas may include Oracle Purchasing, Oracle Procurement, Oracle Self Service Procurement, Oracle Order Management, Product Data Management / Product Information Management, Oracle Inventory Management including existing PRMA-related processes where applicable, Oracle Cost Accounting, and Oracle Receipt Accounting.
3.1 Supplier Scope of Work
The Supplier's base scope shall be limited to the following PPPL-authorized services:
- Confirm priority SCM processes, environments, assumptions, cadence, decision points, and minimum deliverable expectations.
- Perform a focused Redwood impact assessment for the priority SCM business processes, configurations, roles, workflows, reports, integrations, personalizations, extensions, test scripts, training materials, and support procedures PPPL relies on most heavily.
- Recommend a minimum viable migration approach that distinguishes required readiness work from optional enhancements, lower-priority future improvements, and work PPPL can perform internally.
- Assist with critical configuration, remediation, validation, and deployment support only for items approved by PPPL and needed for readiness decisions or continuity of existing SCM processes.
- Support validation of priority workflows, including test-script review or updates, issue triage, root cause analysis, and readiness recommendations.
- Develop or update critical transition materials, support procedures, and knowledge transfer materials sufficient for PPPL functional and technical staff to operate and maintain the approved scope.
- Provide limited closeout and post-go-live issue triage for the authorized scope, if directed by PPPL.
3.2 Work Not Required
The Supplier shall not assume that this SOW requires a full end-to-end migration project covering every possible Redwood feature, all user training, all custom remediation, or extended hypercare. The following work is outside the base scope.
- Comprehensive remediation of all configurations, reports, integrations, extensions, or personalizations not needed for the authorized base scope.
- Development of a full end-user training curriculum or delivery of all end-user training sessions.
- Dedicated project management or staffing levels prescribed by a specific vendor delivery model.
- Extended hypercare beyond the period approved by PPPL.
- New functional enhancements unrelated to Redwood readiness or required continuity of existing SCM processes.
3.3 PPPL Responsibilities
- Provide access to appropriate Oracle Cloud environments, documentation, existing test scripts, and issue tracking tools.
- Identify PPPL functional owners and subject matter experts for priority business processes.
- Lead or coordinate end-user participation in testing and acceptance activities.
- Approve priorities, production changes, deliverables, and any changes to scope, schedule, or funding.
- Conduct internal communications and end-user training unless separately included in the awarded scope.
4.0 Tasks
Task 1 - Mobilization and scope confirmation. Confirm priority processes, environments, cadence, assumptions, decision points, and the minimum deliverables needed for PPPL's readiness decision.
Task 2 - Focused Redwood impact assessment. Review priority SCM processes and related configurations, roles, reports, integrations, extensions, personalizations, test scripts, and support procedures to identify required readiness work and material risks.
