About this opportunity
The Department of the Interior Fish and Wildlife Service seeks HVAC replacement at the Tualatin River National Wildlife Refuge Visitor Center in Sherwood, Oregon, with proposals due May 7, 2026, at 1300 Eastern Time. This is a total small business set-aside conducted under FAR Parts 12 and 13.
Place of performance is the Visitor Center at the refuge in Sherwood, Oregon. The work involves replacement of an exterior HVAC condenser unit (4-ton capacity) and interior fan coil unit (FCU-1) serving the Environmental Education Classroom and adjacent rooms. The contractor must be manufacturer-certified and is responsible for restoring all finishes associated with unit removal and installation. Work must be completed within 60 calendar days of Notice to Proceed and performed on-site in 5 working days or less during standard business hours (Monday–Friday, 7:30 AM–4:30 PM, except federal holidays).
The procurement offers two alternates: Alternate 1 requires SEER 16 or better equipment with a 10-year manufacturer's warranty on the compressor and variable speed capability; Alternate 2 requires SEER 18 or higher with a 10-year compressor warranty. Both alternates require manufacturer certification, refrigerant recovery and recycling, a programmable digital thermostat, system balancing, equipment demonstration and training, and provision of a list of five certified maintenance companies within a 25-mile radius. All work must comply with ASHRAE, industry standards, and applicable federal, state, and local codes including the IBC, NEC, NFPA 101, and ADA/ABA requirements.
Award will be made on a Lowest Price Technically Acceptable basis as a firm-fixed-price contract. Solicitation questions are due April 29, 2026. A mandatory site visit is scheduled for April 27, 2026, from 9:00 AM to 11:00 AM. Amendment 0002, effective May 6, 2026, clarifies that both condenser and fan coil require replacement as integrated systems. Quotes must be submitted via email to Marshall Richard at marshall_richard@fws.gov. The NAICS code is 238220, Plumbing, Heating, and Air-Conditioning Contractors; PSC code is 4120.
