About this opportunity
The U.S. Fish and Wildlife Service seeks fish net pen systems for the rearing of endangered sucker fish at Upper Klamath Lake and Gerber Reservoir, Oregon, with proposals due June 16, 2026. The procurement is a total small business set-aside, though source documents reflect conflicting set-aside designations—the original solicitation states Women-Owned Small Business (WOSB), and Amendment 0001 (effective May 20, 2026) corrects this to total small business.
Place of performance includes Upper Klamath Lake and Gerber Reservoir, Oregon, with delivery to the FWS Klamath Falls Fish and Wildlife Office at 1936 California Avenue, Klamath Falls, OR 97601. Administrative oversight is conducted from FWS headquarters at 5275 Leesburg Pike, Falls Church, Virginia 22041.
Each of the two identical systems comprises a 120-foot by 25-foot frame with dual 18-inch HDPE pontoons, two 25-foot by 59-foot by 15-foot net pens separated by a walkway, anchor packages (16 concrete block anchors of 1,650 pounds in-water weight each with galvanized chain), and wave attenuator packages (24-inch by 50-foot DR17 HDPE pipe with 4-foot rubber skirts). The fish net package includes 0.25-inch by 0.25-inch polyester mesh, 3/8-inch polyester framing lines, and 2-inch by 2-inch black twisted polyethylene bird netting. Systems must withstand freezing conditions up to 10 inches and impacts from floating ice chunks up to 10 inches deep. Installation includes mobilization, a four-person crew, forklift rental, boat and barge services, and complete assembly. Shipping requires three 48-foot flatbeds per pen system.
The NAICS code is 339920 (Sporting and Athletic Goods Manufacturing; size standard 750 employees). PSC is 2060 (Commercial Fishing Equipment). Period of performance runs from June 22, 2026, to June 21, 2027, with delivery by August 31, 2026. Evaluation criteria prioritize technical capability and past performance over price. Vendors must submit evidence of prior experience providing fish net pen products for 10-inch freeze environments with associated floating ice. The contracting officer is Robert Sung (Robert_Sung@ios.doi.gov).
