About this opportunity
The U.S. Fish and Wildlife Service is conducting a Sources Sought Notice to identify qualified contractors capable of manufacturing and delivering fish net pen systems for the Klamath Sucker Net Pen Rearing program. The procurement involves two identical net pen systems—each consisting of a 120' x 25' frame with dual 25' x 59' x 15' net pens—for deployment at Upper Klamath Lake, Oregon and Gerber Reservoir, Oregon to support conservation and restoration efforts for endangered Lost River and Shortnose Suckers. A critical qualification requirement is that contractors must demonstrate prior experience manufacturing net pen products designed to withstand 10 inches of freeze during winters and impacts from floating ice chunks. The government will evaluate responses based on contractor qualifications, socio-economic size classification under NAICS code 339920 (Sporting and Athletic Goods Manufacturing), and evidence of relevant manufacturing experience in harsh winter aquatic environments. Interested firms must submit their qualifications along with their CAGE code to Robert_Sung@ios.doi.gov by May 5, 2026, with "140F0S26Q0030 fish net pens" listed in the subject line; this is a Sources Sought Notice only and not a formal solicitation, though responses will inform the government's decision to issue a subsequent solicitation announcement.
No set-aside designation has been applied to this procurement. The notice does not identify any incumbent contractors or specify a precise award value or budget range for the contract. The technical specifications detailed in the Scope of Work call for systems featuring 18-inch HDPE pontoons, removable rail systems, 250/56 polyester net panels with 0.25-inch mesh, concrete block anchors, wave attenuators, and comprehensive installation services including mobilization, a four-person crew, equipment rental, and boat/barge services. Shipping requirements specify three 48-foot flatbed trucks per pen system, with particular attention to the remote location and increased logistical challenges associated with delivering to Gerber Reservoir. The contract timeline and delivery schedule have not been explicitly stated in the Sources Sought Notice, though the government's intent to make acquisition decisions following a review of contractor responses suggests movement toward formal solicitation in the near term.
