About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking to procure Optical Loss Test Kits (NSN 7Z-6650-017028624) with a specific Technical Data Package (TDP VER 002). The solicitation involves acquiring 107 kits to be delivered to DLA Distribution facilities in New Cumberland, PA, and Tracy, CA. The government intends to negotiate with a single source under FAR 6.302-1, which allows for non-competitive procurement under specific circumstances. Interested parties must include their CAGE CODE on solicitation requests and can obtain relevant technical documentation through the DoD Single Stock Point (DODSSP) using ASSIST-Online or by contacting the DODSSP Help Desk. All potential sources may submit proposals, quotations, or capability statements within 45 days of the publication date, though the government retains sole discretion in determining whether to conduct a competitive procurement.

This pre-solicitation notice is set aside for Total Small Business participation, focusing on Optical Instruments and Test Equipment (PSC Category 6650). While specific award values are not disclosed, the procurement involves a precise quantity of 107 kits with specific delivery requirements. The government has determined that purchasing data rights or reverse engineering the part would be uneconomical, which influences the procurement approach. Potential contractors should be prepared to demonstrate capability to meet the exact specifications of the reference number MAX-945-NAV-M2042-KIT. The solicitation suggests a targeted, streamlined acquisition process with a clear emphasis on finding a qualified small business source capable of meeting the precise technical and logistical requirements of the Naval Supply Systems Command.
