About this opportunity
Army Contracting Command - Rock Island (ACC-RI) is soliciting offers for two optical emissions spectrometers (OES) to support Rock Island Arsenal - Joint Manufacturing and Technology Center (RIA-JMTC). The procurement includes one laboratory-based unit configured with a SPECTROLAB S or equivalent arc/spark OES system and one benchtop foundry spectrometer configured as a SPECTROMAXx Advanced or equivalent, both equipped with comprehensive analytical capabilities for elemental composition analysis across iron, aluminum, copper, nickel, and titanium matrices. Key requirements include delivery of both units on the same day, complete installation and set-up beyond utility connection points, comprehensive training for six personnel (two operators, two software technicians, and two maintenance technicians), and establishment of a service/support capability with 48-hour on-site response time and stocked maintenance parts. The evaluation will be conducted using a Lowest Price Technically Acceptable (LPTA) approach under FAR Part 12 for commercial items, with technical acceptability determined by four factors: manufacturer experience supported by published data and three customer references of similar scope, full compliance with the Rock Island Purchase Description using explicit "COMPLY" or "NON-COMPLY" designations, equipment identification including manufacturer and model numbers, and a minimum one-year warranty on parts and labor beginning upon final acceptance. The amended solicitation deadline for proposal submission is April 10, 2026 at 2:00 PM, with all proposals to be submitted electronically to Contract Specialist John Jacobsen at john.e.jacobsen16.civ@army.mil; delivery is required by July 16, 2026, and on-time delivery is noted as very critical with no automatic schedule extensions granted.
The original solicitation was set aside for Women-Owned Small Business (WOSB) concerns; however, Amendment 0001 reopened the solicitation for initial and revised quotes from all qualified vendors. No incumbent contractor or specific award value is identified in the solicitation documents. The procurement involves a firm fixed-price contract with two contract line items (CLIN 0001 for the laboratory spectrometer and CLIN 0002 for the foundry spectrometer), each for a quantity of one unit, with pricing submitted on an FOB Destination basis to Rock Island Arsenal, Illinois 61299-5000. Contractor responsibility will be determined per FAR 9.104-1, and the contractor bears full responsibility for equipment delivery, installation labor, off-loading, set-up, compliance with extensive security requirements including background checks and Anti-Terrorism Level I training, and delivery of comprehensive documentation packages. The place of performance is Rock Island Arsenal, Rock Island, Illinois 61299, with contractor personnel access restricted to 0600-1530 hours Monday through Thursday, and the facility will provide single-point utility connections including 460V 3-phase AC electrical service, natural gas, and argon bottle supply.
