About this file
This is Amendment 0001 to Solicitation W519TC26QA109, issued by Army Contracting Command - Rock Island (ACC-RI) on April 7, 2026, for the procurement of Optical Emissions Spectrometers to support Rock Island Arsenal - Joint Manufacturing and Technology Center (RIA-JMTC). The amendment re-opens the solicitation for initial and revised quotes and extends the response deadline from March 27, 2026 at 10:00 AM to April 10, 2026 at 2:00 PM. The procurement is being conducted under FAR Part 12 (Commercial Items) as a firm fixed price contract using a Lowest Price Technically Acceptable (LPTA) source selection process with no trade-offs. Prices shall be submitted on an FOB Destination basis, with shipment to Rock Island Arsenal, Illinois 61299-5000. The amendment incorporates a revised Rock Island Purchase Description (RIPD) E4000-26-3-18 OES (R1) and reminds vendors to comply fully with evaluation criteria.
Evaluation will be based on two factors: Technical (ACCEPTABLE/UNACCEPTABLE) and Price. Technical subfactors include manufacturer experience (published data and minimum three customer references of similar scope within 20% of requested work envelope), compliance statement with the RIPD using exact "COMPLY" or "NON-COMPLY" designations for each paragraph, equipment identification (manufacturer, model number, and all options), and warranty (minimum one year parts and labor beginning upon final acceptance). Only proposals receiving ACCEPTABLE ratings on all technical subfactors will be evaluated for price and eligible for award. Proposals must be submitted electronically to Contract Specialist John Jacobsen at john.e.jacobsen16.civ@army.mil. Contractor responsibility will be determined per FAR 9.104-1, and on-time delivery is noted as very critical with no automatic schedule extensions granted.
