About this opportunity
The United States Air Force Air Force Test Center is conducting market research for the procurement of three ophthalmology slit lamps through a pre-solicitation notice (FA2823-25-Q-6003) under NAICS code 339112 for Surgical and Medical Instrument Manufacturing. The equipment must meet specific technical requirements including a Galilean microscope with 5-step magnification (6.3x to 40x), binocular converging optics, LED light source, integrated Goldmann applanation tonometer, and ergonomic design suitable for high-volume clinical use. The Air Force has identified the Haag-Streit BQ 900 LED Slit lamp (Part Number 0900-0011) as the baseline requirement, with equivalent products needing to meet or exceed all functional, technical, and environmental specifications to ensure clinical efficacy and operational continuity. Interested vendors must submit capabilities statements demonstrating their ability to provide these items, with responses limited to three pages and due by 4:00 PM CST on July 22, 2025. The government will evaluate responses based on firm size, socio-economic status, SAM registration, and evidence of recent similar work experience within the last five years.
This opportunity is designated as a Total Small Business set-aside, targeting small businesses including 8(a), HUBZone, EDWOSB, WOSB, and SDVOSB categories with a small business size standard of 1,000 employees. The procurement specifically seeks three units of ophthalmology slit lamps, with the government reserving the right to determine whether any subsequent solicitation will be conducted as a full and open competition or maintained as a small business set-aside based on market research responses. While no specific budget range is provided in the notice, the requirement is for exactly three ophthalmology slit lamps that must be compatible with existing equipment. The government emphasizes that small business prime contractors must perform at least 50% of the effort as defined in FAR Clause 52.219-14, and all prospective contractors must be registered in the System for Award Management (SAM) database to be eligible for award. This sources sought notice does not constitute a solicitation, and no award values or timeline for delivery are specified at this pre-solicitation stage.
