About this opportunity

The Transportation Security Administration issued a sole-source task order to SourceAmerica under the GSA Multiple Award Schedule (MAS) program for operations and maintenance services at the TSA Systems Integration Facility in Arlington, VA and the Freedom Center in Herndon, VA, with an estimated value of $3,358,220.40.

The justification, citing FAR 8.405-6(a)(1)(i)(B), establishes that only one source is capable of providing the required services. TSA intends to transition this requirement to the AbilityOne Program, a mandatory federal procurement source for services provided by nonprofit agencies employing individuals who are blind or have significant disabilities. The regulatory process to add this requirement to the AbilityOne Procurement List requires 12 to 15 months; the sole-source award to SourceAmerica serves as a temporary bridge to prevent service interruption while the formal transition is completed. The current task order expires May 9, 2026.

Period of performance is May 10, 2026 through May 9, 2027, funded in Fiscal Year 2026. The task order uses both Firm Fixed Price and Time-and-Material line items. Services include comprehensive facility management encompassing program management, mechanical and electrical services, plumbing, housekeeping, equipment and systems testing and inspections, preventive and corrective maintenance, and 24/7 emergency services. The facilities comprise 128,000 square feet at TSIF and 104,014 square feet at the Freedom Center. GSA MAS Contract Number is GS-21F-0049X. All approval levels, including the TSA Competition Advocate, have concurred with this determination.
