About this file

This is a Limited Source Justification (FAR 8.405-6) for a federal task order under the General Services Administration (GSA) Multiple Award Schedule (MAS) program.

The Transportation Security Administration (TSA) proposes to issue a 12-month sole source task order to SourceAmerica (8401 Old Courthouse Rd., Vienna, VA 22182) for Operations and Maintenance (O&M) services at two mission-critical facilities: the TSA Systems Integration Facility (TSIF) in Arlington, VA (128,000 sq. ft.) and the Freedom Center in Herndon, VA (104,014 sq. ft.). The estimated contract value is $3,358,220.40, with performance scheduled from May 10, 2026, through May 9, 2027, funded in Fiscal Year 2026. Services will be provided under GSA MAS Contract Number GS-21F-0049X using a combination of Firm Fixed Price and Time-and-Material line items. The required services include comprehensive facility management encompassing program management, mechanical and electrical services, plumbing, housekeeping, equipment and systems testing/inspections, preventive and corrective maintenance, and 24/7 emergency services.

The justification for limited source procurement is based on FAR 8.405-6(a)(1)(i)(B), establishing that only one source is capable of providing the required services. TSA intends to transition this requirement to the AbilityOne Program, a mandatory federal procurement source for services provided by nonprofit agencies employing individuals who are blind or have significant disabilities. Since the regulatory process to add this requirement to the AbilityOne Procurement List requires 12 to 15 months, the sole source award to SourceAmerica serves as a temporary bridge to prevent service interruption while the formal transition is completed. The current task order (70T01020F3NREM013) expires May 9, 2026. All approval levels, including the TSA Competition Advocate, have concurred with this determination.

Appendix C Limited Source Justification

FAR 8.405-6

SECTION I: Introduction

The Transportation Security Administration (TSA), Enterprise Support, Security and Administrative Services (SAS), Real Estate Management Division (REMD) and Contracting and Procurement (C&P) propose to issue a Task Order that restricts the number of sources considered (FAR 8.405-6).

The procurement request number is PR267668E127 and Contracting and Procurement’s J&A tracking number is JA-2026-01-1309.

Per FAR 8.405-6 (c), this acquisition is conducted under the authority of the Multiple Award Schedule Program.

SECTION II: Description of Action Being Approved Contracting & Procurement (C&P) seeks to award a new Task Order, based on other than full and open competition, for the continued delivery of Operations and Maintenance (O&M) services for the TSA Systems Integration Facility (TSIF) and Freedom Center.

(a) Contractor Name: SourceAmerica (8401 Old Courthouse Rd., Vienna VA 22182)

(b) Type of Action: Federal Supply Schedule Task Order with Firm Fixed Price (FFP) and Time -and- Material (T&M) line items.

(c) Estimated Amount: $3,358,220.40

(d) Year of Funding: Fiscal Year 2026

(e) Period of Performance: 5/10/2026 – 5/09/2027

(f) Other Information: TSA intends to fulfill this requirement through the AbilityOne program. Due to the significant time necessary to transition these services under the program, a sole source award to SourceAmerica under GSA Multiple Award Schedule (MAS) Contract Number GS-21F-0049X is required to prevent any interruption in service until the transition is successfully completed and services are awarded under the program.

SECTION III: Description of Supplies or Services The Transportation Security Administration System Integration Facility (TSIF) is located in Arlington, VA, at Ronald Reagan Washington National Airport. The facility consists of a 128,000 sq. ft., two -story building with three elevators and serves as a hub for testing, evaluating, and integrating security technologies and systems used in airport operations. TSIF supports TSA’s mission by ensuring that equipment and procedures meet operational requirements before deployment to airports nationwide.

The Freedom Center is located in Herndon, VA, and occupies a 104,014 sq. ft., single -story building.

Established in response to the National Strategy for Combating Terrorism, the Freedom Center operates as a 24/7 coordination center for transportation security-related operations, incidents, and crises. It correlates and fuses real-time intelligence and operational information, ensuring unity of command and action in the prevention of, and response to, terrorist-related incidents across all transportation modes (maritime, land, and aviation).

Limited Source Justification

REv

TSA requires complete facility operations and maintenance (O&M) services for both the TSIF and Freedom Center. The Contractor will provide program management, mechanical services, electrical services, plumbing services, housekeeping (janitorial/custodial), equipment and systems tests/in spections, preventive/predictive maintenance, corrective maintenance/repair, and 24/7 emergency services. The

Contractor must provide all labor, materials, equipment, and supplies necessary to ensure satisfactory operation of these mission-critical facilities.

SECTION IV: Identification of the Limited Source Consideration Rationale FAR 8.405-6 (a)(1)(i)(A) Urgent and compelling need exists and following the procedures would result in unacceptable delays.

FAR 8.405-6 (a)(1)(i)(B) Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. * Note: if using “brand name”, clearly explain why brand name or equal is not a viable solution.

FAR 8.405-6 (a)(1)(i)(C) In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order or BPA must not have been previously issued under sole-source or limited-sources procedures.

Original Order Number: ________________________

FAR 8.405-6 (b) Items peculiar to one manufacturer.

SECTION V: Description of Limited Source Rationale In accordance with FAR Subpart 8.002, “Priorities for Use of Mandatory Government Sources,” the Contracting Officer reviewed mandatory sources to satisfy TSA’s requirement for facility operations and maintenance (O&M) services. FAR Subpart 8.002(a)(2) states: “Except as required by 8.003, or as otherwise provided by law, agencies shall satisfy requirements for supplies and services from or through the mandatory government sources and publications listed below in descending order of priority: (2) Services. Services that are on the Procurement List maintained by the Committee for Purchase from

People Who Are Blind or Severely Disabled.”

The AbilityOne Program is a federal initiative that creates employment opportunities for individuals who are blind or have significant disabilities by requiring federal agencies to purchase certain products and services from designated nonprofit agencies. The Javits-Wagner-O’Day Act directs the U.S. AbilityOne Commission to designate central nonprofit agencies (CNAs) to facilitate the distribution of government orders for Procurement List products and services among nonprofit agencies employing people who are blind or have significant disabilities. The Commission has designated National Industries for the Blind

(NIB) and SourceAmerica (serving people with a range of disabilities) as the national nonprofit organizations that perform this function and assist nonprofit agencies with participation in the AbilityOne Program.

SourceAmerica has confirmed that the services required under this procurement can be fulfilled utilizing the AbilityOne Program and that they have multiple contracts awarded under this program for similar services at other Federal agencies, including DHS components. After additional research, the Contracting Officer determined that it is in the best interest of the Government to award this procurement under the

AbilityOne Program.

The regulatory process required to add requirements to the AbilityOne Procurement List takes approximately 12 to 15 months. To prevent a break in service during this transition, TSA must award a 12-month sole source contract to SourceAmerica (under their Federal Supply Schedule). This approach ensures continuity of service while the requirement is formally added into the AbilityOne program. The current Task Order (70T01020F3NREM013) is scheduled to expire on 5/9/2026.

SECTION VI: Contracting Officer’s Determination that the Order Represents the Best Value

TSA is proposing to issue a 12-month sole source award to SourceAmerica under Multiple Award Schedule (MAS) 561210FAC “Facilities Maintenance and Management”. The Contracting Officer will evaluate the proposed prices pursuant to FAR Subpart 8.405-2. Services offered on the schedule are priced at labor rates which have been determined to be fair and reasonable by the General Services

Administration (GSA). The Contracting Officer will obtain other than certified cost and pricing data as needed from SourceAmerica to ensure that the quoted prices represent best value to the Government.

SECTION VII: Market Research Description An analysis of the market indicates that there are commercial firms with technical capabilities to meet the Government’s requirements. TSA previously competed this requirement under the Federal Supply Schedules, which resulted in the award of Task Order No. 70T01020F3NREM013 . However, in accordance with FAR 8.002, the Contracting Officer noted that the AbilityOne Program is a mandatory source for consideration, and competition is not applicable for requirements identified on the AbilityOne Procurement List.

TSA met with SourceAmerica and confirmed that the requirement for facility operations and maintenance (O&M) services can be fulfilled by qualified AbilityOne non-profit agencies. Additionally, TSA surveyed past performance references for comparable contract efforts to verify that the AbilityOne Program can successfully meet the Government’s requirements. This review validated the AbilityOne Program’s ability to satisfactorily perform facility operations and maintenance services for similar sized Federal buildings.

Accordingly, TSA intends to issue a sole source task order to SourceAmerica under their GSA Multiple Award Schedule (MAS) Contract #GS-21F-0049X for a period of 12 months. Doing so will ensure services remain uninterrupted while TSA requests approval from the AbilityOne Commission to formally add this requirement to the AbilityOne Procurement List.

SECTION VIII: Other Facts Supporting the Limited Sources Justification

None

SECTION IX: Actions Taken to Remove Barriers to Competition In accordance with FAR 8.002, the AbilityOne Program is a mandatory source for federal agencies when the required services are listed on the Procurement List. The AbilityOne Procurement List includes facility operations and maintenance services for several Federal agencies to include DHS Components. As such, competition is not applicable for this requirement. Awarding a sole source task order to SourceAmerica is a temporary measure until a contract can be awarded to an AbilityOne non-profit in full compliance with all statutory and regulatory mandates, including 41 U.S.C. Chapter 85 and FAR Subpart 8.002.
