About this opportunity

FEMA has issued a Limited/Sole Source Justification for an Operations and Maintenance Blanket Purchase Agreement to provide IT operations and maintenance services for their complex technology environment, which includes legacy systems, servers, and critical disaster response platforms. The justification awards the contract to BAE Systems Technology Solutions & Services Inc., the incumbent contractor since 2019, for a bridge period from July 31, 2025 to April 30, 2026, with a base period and two option periods. FEMA's rationale centers on the critical need for uninterrupted IT services during hurricane season and the unique system-specific knowledge that BAE possesses of FEMA's diverse technology infrastructure, including National Emergency Management Information Systems (NEMIS), Individual Assistance, and Recovery Technology Program Division systems. The agency determined that transitioning to a new vendor would pose unacceptable risks to mission-critical system stability and disaster response capabilities, particularly given the complexity of the environment supported by hundreds of physical and virtual servers across multiple data centers. While the contract amount was not disclosed in the summary, the award was finalized on September 12, 2025, ensuring continuity of operations while FEMA develops a competitive solicitation for future requirements.

Notice text

The current FEMA IT operations and maintenance (O&M) environment, performed by the FEMA OCIO Operations Portfolio, is a combination of new and old technologies, architectures, platforms and tools that includes a wide variety of PC-based, client server, web-based, and service-oriented components. These systems have been implemented by FEMA using a variety of service providers under a vast array of oversight and governance conditions. These systems represent a broad spectrum of effectiveness to the Department of Homeland Security (DHS), FEMA, and OCIO mission. The services are supported by hundreds of physical and virtual servers in several data centers.
