About this opportunity
The Department of the Navy Military Sealift Command is preparing to procure operation and maintenance services for three to eight government-owned NAVAJO Class offshore towing and salvage vessels (T-ATS), with responses to the sources sought notice due by June 17, 2026. This is a government-owned, contractor-operated (GOCO) contract carrying no set-aside.
Performance will be worldwide, with the first year of each vessel spent on the U.S. East Coast near Norfolk, Virginia. Respondents must hold a SECRET-level facility clearance. Technical qualifications include a minimum of five or more years of simultaneous experience within the past ten years operating and maintaining five or more DP-2 rated offshore supply or anchor handling towing and supply vessels exceeding 6,000 gross tons and 10,000 horsepower. Contractors must also demonstrate experience managing at least two repair and maintenance availabilities for ocean-going vessels of similar specifications within ten years, each costing greater than $10 million and lasting more than 45 days if performed in the U.S. MSC requires evidence of adequate financial resources of $35 million.
The contract is anticipated to be Firm-Fixed Price with pass-through reimbursable elements including repair parts, port charges, industrial assistance, travel, training, and vessel repair availabilities and overhauls. The performance period consists of one 12-month base period, four 12-month option periods, and one six-month option period, beginning upon delivery of the first T-ATS vessel. The Government will furnish and reimburse for equipment, tools, provisions, and supplies.
