About this file
This document is a Sources Sought Notice from the Military Sealift Command (MSC) for a potential government-owned, contractor-operated (GOCO) contract to operate and maintain five to ten offshore towing and salvage vessels in the NAVAJO Class (T-ATS). The contractor will be required to provide qualified vessel officers, crew, operational and technical support to operate, maintain, and repair the vessels to MSC standards. This is a pre-solicitation notice to gather information, not a request for proposals. MSC is seeking capability statements from interested parties demonstrating experience operating multiple large dynamic positioning vessels, managing major maintenance availabilities, and financial capability. Responses are due by July 24, 2024, and MSC will host a virtual industry day on July 10, 2024 to discuss the requirement and answer questions. The anticipated contract will be a firm-fixed-price contract with reimbursable elements, with an initial 12-month base period and four 12-month option periods, followed by a 6-month option.

The T-ATSs operating tempo will likely be “Full Operating Status (FOS)” with the potential for up to three, 14 day voyage repair availabilities and one (1), 60-75 day Midterm Availability/Regular Overhaul (MTA / ROH) for maintenance each year. The contractor shall provide adequate shore side personnel to oversee life cycle maintenance requirements and all long-lead repair projects.

If your company anticipates responding to this notice as a prime contractor for a small business set-aside, please provide basic details as to how compliance with FAR clause 52.219-14 would be achieved, including potential teaming arrangements, and if subcontracts are to be used.

Additionally, the cost of each availability shall be greater than $10,000,000 and lasting more than 45 days if performed in the U.S.
Offerors may use ongoing repair and maintenance availability work to meet this repair and availability experience requirement; however, projected future costs will not count toward availability cost thresholds. Only actual, incurred costs will count towards availability cost thresholds.
iv. Meet the financial responsibility requirements described in this section. A narrative, of adequate financial resources to perform the contract or the ability to obtain such resources as follows. “Adequate financial resources” are an amount equal to $35,000,000.00. That amount comprises the estimated total value of 60 days of per diem payments for eight ships in FOS, plus the necessary resources to conduct two major availabilities within a 12-month period. This Government estimate is based on total cost returns from recent towing and salvage ship availabilities.
f. Interested parties responding to the Sources Sought must also provide the following information:
i. Responses to 6.a through 6.d above
ii. Capability statement as outlined in 6.e. above.
iii. Any pertinent questions/ concerns, or input into contract type.
iv. Operating Hire Information: Please submit per diem pricing in the format presented in Table 1 below and Notional Government Manning requirement levels are provided in table 2 below. Daily cost of operating each vessel and all equipment, is to include all crew and regulatory costs. Please note any exclusions or exceptions.
Daily cost shall be priced based on the following:

The contractor’s firm-fixed-price FOS per diem rates shall include the full wages and fringe benefits for each crewmember for an eight-hour workday, seven days per week (56 hours per week per person), and 365 days per year (including all holidays). In addition, any overtime incurred for the purpose of maintaining required “watches” shall be part of the firm-fixed-price per diem.
-Repair Availability (RAV) Per Diem. The contractor’s firm-fixed-price RAV per diem rates shall include full wages and fringe benefits for each crewmember for a ten-hour workday, seven days per week (including all holidays). The proposed per diem rates shall also include a deck officer onboard the ship who shall make hourly rounds, 24 hours a day, including weekends and holidays.
The ship shall be manned by the RAV crew during shipyard work hours. Per Diem payment shall be considered payment in full for all RAV services, equipment, supplies, operation and maintenance of the ship and Government equipment, and all contractor personnel, including but not limited to all penalty time, bonuses, payments and emoluments payable to contractor personnel for services. If shipyard work hours exceed ten hours per day, overtime will be reimbursed with MSC pre-approval. It is the Government’s intent that the crew will reside and feed onboard the vessel for the duration of the shipyard availability unless the Contracting Officer approves shore side accommodations due to special circumstances.
g. Estimated daily or other term cost/price to provide the above services (see Table 1 below) is based on an estimated FOS / RAV annual split. Assume the vessels will be in FOS Status for up to 365 days. The minimum crewing requirement is provided in Table 2 below.
