About this opportunity

The Military Sealift Command is seeking information for the potential award of a firm-fixed-price contract with reimbursable elements for the operation and maintenance of two government-owned high speed transport vessels, USNS GUAM and potentially HST-2. The contractor will be required to operate and maintain the vessels and related equipment in accordance with ABS rules and MSC standards to ensure mission readiness. Interested parties must demonstrate five years of experience operating similar vessels internationally, planning availabilities over $8 million, and possessing an active Secret facility clearance. Responses must also include company and operating cost information along with evidence of financial resources over $8 million. The deadline to submit responses to the market survey is December 14, 2018.

There is no set-aside designation for this potential award. The NAICS code for the procurement is 488310 and the predominate PSC code is Q2ZC. The current contractor is not named but the vessels are anticipated to operate primarily in the Far East region of responsibility. The base period of any awarded contract would be one year with four additional one-year options valued at a firm-fixed-price with reimbursable elements. HST-1 is expected to operate at 85% in full status and 15% in repair availability while HST-2, if included, would operate at 5% and 85% reduced status and 10% repair availability respectively.
