Subject: OPERATION AND MAINTENANCE OF USNS GUAM AND HST-2

THIS IS A REQUEST FOR INFORMATION ONLY AND YOUR RESPONSE IS

NOT AN OFFER. THIS REQUEST FOR INFORMATION DOES NOT COMMIT

THE GOVERNMENT TO PAY ANY COSTS INCURRED IN PREPARATION OF

ANY SUBMISSION TO THIS MARKET SURVEY, OR TO CONTRACT FOR

1. SCOPE OF WORK/MISSION: This survey is for the operation and maintenance of the government-owned vessels, USNS GUAM and HST-2. The USNS GUAM will be employed in the worldwide intra-theater lift in support of the Marine Expeditionary Force’s Theater Security Cooperation Program functions and military exercises. HST-2 is currently under an Extended Use Lease Agreement (EULA) to a commercial operator and it is anticipated that HST-2 will continue in this service, and will remain outside the scope of a resulting contract. However, if HST-2 is returned to Government service during the contract period, MSC anticipates the ship will be redelivered to the Government at a U.S.

East Coast port and placed in Reduced Operating Status (ROS) at a U.S. East Coast layberth.

Contractor shall be prepared to assume operation and maintenance responsibility for HST-2 under the terms of this contract with 48-hour notice.

The Contractor shall operate and maintain the vessels and related ship systems and equipment in a professional manner, in accordance with the American Bureau of Shipping (ABS) rules and regulations and IAW Military Sealift Command standards of material readiness and appearance, and ensure the vessels are mission-ready at all times. The vessels will be manned by U.S.

commercial mariners.

It is anticipated that HST-1 will average approximately 85% FOS and 15% RAV status throughout the contract period. MSC anticipates if HST-2 is brought within the scope of this contract, it will average approximately 5% FOS, 85% ROS, and 10% RAV. Actual OPTEMPO may vary for any of the ships and operational commitments may warrant deviation from this estimate.

The Contractor will be required to possess and maintain at least a SERCET-level facilities clearance at the time of offering, and key shipboard and shoreside personnel performing under this requirement shall possess and maintain SECRET security clearances.

2. CONTRACT STYLE: Firm-Fixed Price (FFP) with reimbursable elements for the operation and maintenance of the vessels. Reimbursable elements include port charges, M&R, non-watch overtime, fuel, costs associated with ship availabilities, and Government directed alterations/work.
