About this opportunity
The Department of Homeland Security US Coast Guard seeks overhaul, inspection, and repair of Bosch Rexroth axial piston variable displacement pumps (NSN 4320-01-588-6101, Part Number R902439677) used on 418-foot WMSL cutters, with quotes due September 8. This is a Total Small Business set-aside, limited to small business vendors only.
The procurement is conducted on a brand name basis; only products manufactured by Bosch Rexroth Corp. will be accepted. Vendors must provide a letter from the OEM stating they are an authorized repair facility; failure to provide this documentation results in non-responsive classification. Place of performance is not specified.
The scope requires complete disassembly, inspection, repair, reassembly, testing, preservation, and packaging to return pumps to like-new condition per OEM procedures. Mandatory replacement includes all bearings, bushings, seals, and gaskets using only new OEM components; reclaimed, recycled, or aftermarket parts are prohibited. Overhaul includes paint removal and application of rust preventive primer and silicone alkyd enamel finish in Machinery Gray or Black per FED-STD-595C. Testing must include free rotation verification, hydrostatic testing at maximum working pressure for 30 minutes, and operational testing within 5% of original OEM performance per USCG Technical Publication 7225. The contractor must submit a Condition Found Report within 30 days of receipt and provide detailed test reports and digital photographic documentation. Pumps are warranted against defects for up to two years after delivery; preservation and packaging must protect for two years of warehouse storage.
Award will be firm-fixed-price purchase order on a best-value basis. Evaluation prioritizes technical acceptability (brand compliance, OEM authorization, packaging, delivery schedule) over price fairness and reasonableness. NAICS code 811310 applies. Payments are NET 30 per FAR 52.232-25.
