About this file

This is an Overhaul Description and Performance Work Statement for the repair and restoration of a Bosch Rexroth Axial Piston Variable Displacement Pump (NSN: 4320-01-588-6101, Part Number: R902439677) used on 418-foot WMSL U.S. Coast Guard Cutters. The contractor must perform complete disassembly, inspection, repair, reassembly, testing, preservation, and packaging of the pump to return it to like-new condition in accordance with Original Equipment Manufacturer (OEM) procedures and specifications.

The contractor shall submit a Receiving Inspection Report within 10 days of receipt documenting conformance of the delivered pump, and provide a Condition Found Report (CFR) within 30 days detailing recommended replacement parts and total repair costs for Contracting Officer (KO) approval prior to commencing work. All replacement parts must be new OEM components; reclaimed, recycled, or aftermarket parts are prohibited. Mandatory replacement includes all bearings, bushings, seals, and gaskets. The overhaul scope includes paint removal and application of rust preventive primer and silicone alkyd enamel finish (Machinery Gray or Black per FED-STD-595C) with 3-6 mil dry film thickness, renewal of data plates, and three critical tests: free rotation verification, hydrostatic testing at maximum working pressure for 30 minutes, and operational testing within 5% of original OEM performance per USCG Technical Publication 7225. The contractor must provide detailed test reports, digital photographic documentation throughout the process, and notify the KO at least 10 calendar days before inspections or testing. Upon authorization and acceptance of cost estimates, the pump shall be delivered completely assembled and ready to operate. The contractor bears responsibility for proper disposal of all hazardous wastes generated during overhaul and must maintain quality assurance and calibration systems compliant with applicable standards. Preservation and packaging must protect the pump for two years of warehouse storage using heat-sealable protective envelopes, individual wooden shipping containers constructed per ASTM D6880/D6800M-11 Class 2 Style 7 specifications, and appropriate marking and bar coding. The overhauled pump is warranted against defects for up to two years after delivery to the Coast Guard, and acceptance is contingent upon government verification of no transit damage, order correctness, and compliance with all preservation, packaging, and marking requirements.

3.1. General - Inspections, repair/overhaul and testing of the pump shall be accomplished in accordance with the Original Equipment Manufacturer (OEM) procedures, specifications, references and standard practices. The Contractor shall conform to all requirements specified throughout this specification during performance of this contract. In the event of a conflict between the text of this specification and the references cited herein, the text of this specification takes precedence. Nothing in this specification;

however, supersedes applicable laws and regulations unless a specific exemption has been obtained.

3.1.1. The overhaul requirements described herein are considered the minimum necessary and are not intended to replace any procedures, controls, examinations, or tests normally employed by the Contractor to assure the quality of the product. The overhaul of the pump is intended to return the pump's performance and appearance to a like new condition.

3.2. Overhaul - The Contractor shall provide all labor and materials to perform the overhaul services as described below for the pump.

3.2.1. Preliminary disassembly and inspection of the pump shall be conducted in accordance with pump OEM procedures, specifications, references and standard practices to determine the total estimated cost to repair including material, labor, testing, Preservation, Packing and Marking (PP&M) costs. A Condition Found Report (CFR) shall be submitted to the KO, and COR within 30 days of the completion of the "Receiving Inspection Report" detailing the repair parts recommended for replacement and a total repair cost.

a. It is assumed that the pump will arrive in a re-usable container. In the event the container is deemed unusable the contractor shall state so as part of the inspection report and provide photo documentation.

3.2.2. The CFR shall be submitted to the KO and COR for review and approval prior to the start of any repair or order of any material. The Contractor shall also provide the replacement cost of an identical new pump for comparison to the overhaul cost. At a minimum, mandatory replacement parts shall include all bearings, bushings, seals and gaskets. All parts that are worn, have an improper fit and or damaged beyond the OEM tolerances, shall be repaired or replaced as determined by the COR.

a. The detailed cost estimate shall contain the following as a minimum:

1. The part number, NSN and serial number of the pump

2. The contract number and delivery order number for the pump

3. A listing of individual parts by part number, cost and quantity

4. A listing of labor hours and labor rate to perform the overhaul, testing, and PP&M

5. The cost of an identical new pump (see section 3.2.3. b. of this specification)

5.0 PRESERVATION, PACKING, & MARKING

5.1. Preservation - An overhauled pump is typically intended for long term warehouse storage and not for immediate installation. Therefore, it is critical that the Contractor ensure that the overhauled pump undergoes the following preservation requirements in accordance with the Specification Packaging and Labeling SP-PP&M Rev D dated 6/11.

5.1.1. The pump shall be drained and completely dried of all test fluid.

5.1.2. Intake and discharge ports shall have plastic caps installed.

5.1.3. The pump shaft, flanges and all unpainted surfaces shall be sprayed with a thin film of rust inhibitor in accordance with MIL-PRF-81309F, dated 05/16/2005, type 2, class 1 or 2, Corrosion preventive compounds, water displacing, ultra-thin film. Any exposed threads shall be protected by a cardboard sleeve.

5.1.4. Each pump shall be packaged in a heat sealable protective envelope that complies with MIL-PRF-131 Class 1. The areas where the skid mount bolts penetrate the heat sealable protective envelope, a 1/8" thick rubber gasket and RTV shall be used to seal the envelope from the entrance of moisture. Ten

(10) 1/2 ounce units of desiccant shall be placed inside the protective envelope.

5.2. Packing - Each pump shall be individually packed in its own enclosed reusable wooden container using 1/2 inch plywood for all sides. The pump shall be securely bolted (using carriage bolts) to a skid base and the lid or cover shall be attached using stainless steel corrosion resistant Phillips head screws. The container shall be framed (either on the inside or outside) using solid wood as framing material. Wood screws directly into plywood will not be acceptable. The container shall be capable of protecting the pump from damage during multiple shipments by commercial carrier in accordance with the American Society for Testing & Materials (ASTM) D6880/D6800M-11, Class 2, Style 7 with the following modifications.

5.2.1. The skid base shall be constructed using 2 inch by 6 inch solid wood lumber.

5.2.2. The skids shall be constructed using 4 inch by 4 inch solid wood lumber (stacked 2 inch by 4 inch lumber is unacceptable) and shall be attached to the skid base using lag bolts. Prior to inserting the lag bolts, pilot holes shall be drilled to prevent splitting.

5.2.3. The hood (boxed cover) shall be assembled using CRES wood deck screws (not nails). Reinforcement shall be utilized in accordance with paragraph

7.7.7 of ASTM D6880/D6880M and shall be 2 inch by 4 inch solid wood lumber either on the inside or outside of the box.

5.2.4. CRES wood deck screws shall be used to attach the hood (boxed cover) to the skid base. A two inch red painted area shall be applied to each of the screws (and surrounding area) that must be extracted in order to remove the hood (boxed cover) from the skid base.

5.3. Marking - Each preserved and packed pump shall be stenciled in the upper left-hand side of the two longest sides (two opposite sides if square) of each box. The stenciling shall be 3/4 inches minimum height black characters on a white painted background. NOTE: ALL PREVIOUS MARKINGS AND QUALITY
