About this opportunity
The U.S. Coast Guard seeks overhaul services for Bosch Rexroth hydraulic pumps (NSN 4320-01-F14-3980, P/N A4VSG180 HD1DU/30R-PPB10H009N-S1456) used in WLBB 240 Azipod propulsion and steering systems, with quotes due August 28. The procurement is a Total Small Business set-aside, issued as a combined synopsis/solicitation for commercial items under FAR Part 12, evaluated on a Best Value basis with competitive firm fixed price purchase order award anticipated.
Contractor performance shall include complete inspection, disassembly, overhaul, testing, preservation, packaging, and marking to return pumps to like-new condition. All replacement parts must be new OEM only; reclaimed, recycled, or aftermarket parts are prohibited. Testing requirements include rotational verification of smooth operation, hydrostatic testing at 150% maximum working pressure for 10 minutes, and performance testing per ANSI/HI 3.6-2000 Type III Level B standards at 177030 RPMs to record delivery flow rate, drain flow rate, and fluid temperature. A Coast Guard Quality Assurance Representative must witness all tests and document results. Paint application requires high-build epoxy primer (5–6 mils dry film thickness) and silicone alkyd enamel top coat per MIL-PRF-24635 in grey (FED-STD-595C color 16376) for minimum total thickness of 7–9 mils. Preservation includes draining and drying test fluid, installing plastic caps on ports, applying rust inhibitor per MIL-PRF-81309F to unpainted surfaces, and placing each pump in an 8–12 mil polyethylene bag with desiccant. Individual wooden containers with stainless steel fasteners must withstand multiple commercial shipments. Packaging and marking must include stenciled black-on-white labels with stock number, item name, part number, serial number, contract number, shipping weight, condition code, quantity, and Coast Guard SFLC material designation, plus bar-coded labels per SFLC specification D-00-0100 Rev. G. Contractor shall submit a detailed estimate including material, labor, testing, preservation, packaging, and marking costs for Coast Guard approval prior to work commencement, and provide replacement cost comparison for a new pump unit. NAICS code is 811310; PSC code is J020. Evaluation criteria address technical acceptability (compliance with packaging, preservation, and marking requirements; ability to meet delivery schedule), pricing fairness and reasonableness, and past performance with the Coast Guard or other federal agencies. Shipping costs must be included in item pricing, not as separate line items. Payment terms are NET 30 per FAR 52.232-25. Vendor must maintain active SAM.gov registration and non-debarred status prior to award.
