About this file

This is an Overhaul Description (Performance Work Statement) for a Bosch Rexroth hydraulic pump used in U.S. Coast Guard WLBB 240 Azipod propulsion and steering systems. The contractor must provide complete inspection, estimation, disassembly, overhaul, testing, preservation, packaging, and marking services to return the pump (NSN 4320-01-F14-3980, P/N A4VSG180 HD1DU/30R-PPB10H009N-S1456) to like-new condition. All replacement parts must be new original equipment manufacturer (OEM) parts; reclaimed, recycled, or aftermarket parts are prohibited. The contractor shall submit a detailed estimate including material, labor, testing, preservation, packaging, and marking costs for Coast Guard approval prior to commencing work, and must also provide a replacement cost comparison for a new pump unit.

Testing and quality assurance requirements include rotational testing to verify smooth operation, hydrostatic testing at 150% maximum working pressure for 10 minutes to certify case and seal integrity, and performance testing per ANSI/HI 3.6-2000 Type III Level B standards at 1770±30 RPMs to record delivery flow rate, drain flow rate, and fluid temperature. A Coast Guard Quality Assurance Representative must witness all tests and document results on a test report. Paint removal and application requirements include high-build epoxy primer (5-6 mils dry film thickness) and silicone alkyd enamel top coat per MIL-PRF-24635 in grey (FED-STD-595C color 16376) for total minimum thickness of 7-9 mils. Preservation requires draining and drying of test fluid, installing plastic caps on intake/discharge ports, applying rust inhibitor per MIL-PRF-81309F to unpainted surfaces, and placing each pump in an 8-12 mil polyethylene bag with desiccant packs. Each pump must be individually packaged in a wooden container capable of withstanding multiple commercial shipments, with stainless steel fasteners and bolts securing the pump to the skid. All containers require black stenciled markings on white background showing stock number, item name, part number, serial number, contract number, shipping weight, condition code, quantity, and Coast Guard SFLC material designation. Bar-coded labels per SFLC specification D-00-0100 Rev. G must include stock number, part number, and contract number. Standard manufacturer's warranty applies, with government acceptance made at destination contingent upon verification of no transit damage, order completeness, and contractor conformance to all preservation, packaging, and marking requirements.

3.5.1 The contractor shall maintain documentation of the paint type, color and application. Records shall be made available upon request.

3.6 Test Requirements:

3.6.1 Testing: After completion of overhaul, contractor shall conduct the following described tests. A Coast Guard?s Quality Assurance Representative (QAR) shall witness all tests. All testing shall be accomplished on contractor supplied calibrated test equipment per reference 2.0.b. Any failed pump shall be repaired and re-tested as necessary until a successful test is achieved.

3.6.2 Rotational Test: To ensure the pump turns freely, rotate the drive shaft pump assembly in the direction of the arrow plate several times and confirm that the rotation is smooth by use of a strap wrench or other non-damaging tool. Cover the piping port on the side where the PC valve is mounted with the palm of the hand. Rotate the drive shaft and if air is forced out of the piping port, the pump is properly functioning. The QAR shall inspect for smoothness of rotation and check for signs of binding.

Contractor shall investigate any questionable test results and correct as necessary.

3.6.3 Hydrostatic Test: Contractor shall conduct a hydrostatic test of the overhauled pump using clean OEM specified test fluid. Test shall be conducted to certify the integrity of the pump case and seal area. Test shall be conducted at 150% of the maximum working pressure or mechanical seal rating whichever is less. The test shall be conducted for a ten (10) minute period and discontinued at any sign of leakage which will require repair and re-test.

3.6.4 Performance test: The contractor shall provide all test equipment, test tank, stand, drive motor, adapters, valves, and monitoring devices. With the operating speed at 1770+/- 30 RPMS, record delivery flow rate, drain flow rate, and fluid temperature at minimum outlet pressure and maximum rated continuous pressure. All test readings shall be documented and recorded using calibrated test equipment, reference 2.0.b. During the test, the bearings and seals shall be monitored for unusual noise, vibration and overheating. A pump showing any indication of a problem during this test shall be secured and issues resolved prior to restarting the test. Any leaks are grounds for rejection and shall be corrected.

3.6.5 Test Report: Test results shall be documented on a report. A copy of the test report shall be packed with the pump and a copy shall be turned over to the Coast Guard QAR. Report shall contain the following information as a minimum:
