About this opportunity
The Department of Homeland Security US Secret Service is requesting information on onsite drug testing collection services, with capabilities statements due July 15, 2026 at 4:00 PM Eastern Time.
The procurement covers urine specimen collection from USSS employees and applicants across three Washington, DC Metro Area locations: USSS Headquarters (950 H Street, NW), James J. Rowley Training Center (9200 Powder Mill Road, Laurel, MD), and USSS hiring event locations within the National Capital Region. The contract will be firm fixed-price with one base year plus four option years, covering approximately 1,500 onsite collections annually at unit prices to be determined.
The contractor must maintain one primary collector and one alternate collector pre-approved through USSS background checks, plus at least three backup collectors. All contract personnel must be U.S. citizens and undergo suitability assessments per USSS security requirements, with High-Risk positions requiring a current Tier 4 Background Investigation. Collectors must be available Monday through Friday, 7 a.m. to 5 p.m., and on weekends to support hiring events, with capability to perform collections 24 hours per day, seven days per week when scheduled. The contractor shall establish a formal training program aligned with DHHS Guidelines and USSS Drug Deterrence Program procedures, including mock collections and observation training.
Collection services must follow strict chain-of-custody procedures using the Federal Custody and Control Form, with split specimens collected for random, voluntary, reasonable suspicion, accident/unsafe practice, follow-up, and pre-employment testing. The contractor is responsible for specimen identification, recording, record retention for minimum two years, and providing testimony when required by USSS program management. Liquidated damages apply for late arrival, non-appearance, missed collections, and form completion errors.
Capabilities statements may not exceed eight pages (12-point Times New Roman). Submissions should address firm understanding, capability, approach, qualification, past experience, identified challenges, and risk mitigation strategies. Include organizational information, CAGE Code, UEI Number, small business designation, and GSA or other schedule holdings. Small businesses may team with large businesses if the small business performs at least 50 percent of personnel costs. Submit electronically to Willie Bethune (Willie.Bethune@usss.dhs.gov) or Erik Syfert (Erik.Syfert@usss.dhs.gov) as MS Word, Excel, or PDF files only.
