About this file

This is a Request for Information (RFI) with Government Responses for an onsite drug testing project under Solicitation 70US0926Q70092860.

The solicitation is a re-compete of a previous contract (70US0921C70090052) for onsite drug testing services. The government estimates 1,500 collections annually, though historical data indicates 700 to 800 collections per year, with collection events occurring approximately 2 to 3 times per month, each lasting approximately 8 hours. Weekend collection requirements and hiring events within the National Capital Region are anticipated quarterly. The award contractor may finalize collector personnel after contract award and prior to completion of required USSS suitability and background screening; no existing clearances are required at quote submission. Prime contractors may utilize qualified subcontractors or teaming partners as collectors, provided all personnel satisfy SOW training requirements, U.S. citizenship, suitability, security, and other applicable requirements. The evaluation methodology is Lowest Price Technically Acceptable (LPTA), as clarified in Attachment 3, Revision 1. The government responses address seven RFI submissions, providing guidance on personnel identification timelines, background investigation procedures, subcontractor utilization, collection volume and scheduling details, weekend and hiring event frequency, incumbent information, and evaluation criteria clarification.
