About this opportunity

The U.S. Department of State, Bureau of Diplomatic Technology, Office of Consular Systems and Technology is issuing a Request for Information (RFI) for market research and acquisition planning on an Online Presence Vetting (OPV) solution, with responses due by 11:00 AM EST on July 14, 2026. This is a pre-solicitation market research vehicle; responses are non-binding and will not be used for source selection.

The solution must support consular visa adjudication at a scale of up to 18 million applicants annually across more than 300 consular locations worldwide. The OPV platform must deliver three integrated service areas: automated open-source intelligence (OSINT) data collection across 11 named social media platforms (Facebook, Instagram, X, LinkedIn, Reddit, TikTok, YouTube, Telegram, VK, Weibo, Gab), professional databases, criminal records, commercial financial data, and vital records with real-time collection, multilingual support, historical data retrieval with minimum five-year lookback, and the ability to integrate new platforms within 90 days; data entity resolution providing link analysis, confidence scoring, facial recognition and reverse image search, cross-platform identity linking, and false positive management; and an analytical platform with unified dashboard, configurable risk indicators, multilingual content analysis, API capabilities, comprehensive audit logging, and standardized reporting.

Critical technical constraints include results delivery within 30 minutes of seed parameter submission, 99.9% uptime during business hours, API acknowledgement within 5 seconds, dedicated isolated server infrastructure with no data commingling, and FISMA and NIST SP 800-53 compliance with Authority to Operate achievement within 6 months of contract award. Contractor personnel must possess minimum Moderate Risk Public Trust clearance. The anticipated period of performance is 24 months (six-month base period, one six-month option, one 12-month option).

Responses must be submitted as a single PDF not exceeding 25 MB to KayaniBA@state.gov, formatted in Times New Roman 12-point with one-inch margins and maximum 40 pages excluding cover, table of contents, Section A (company information), and Section D (past performance). Respondents must complete Attachment A Response Template and address capability statements, technical approach questions, past performance for up to five contracts, rough order of magnitude pricing for 5-, 10-, and 18-million-applicant scenarios, and acquisition strategy feedback.
