About this file

This document is a Response Template for Request for Information (RFI) DT-CST-2026-RFI-001 regarding an Online Presence Vetting (OPV) Solution, issued by the U.S. Department of State, Bureau of Diplomatic Technology, Office of Consular Systems and Technology. The RFI is designed to gather market research and capability information from vendors to support future procurement planning for an online presence vetting system.

The template is divided into seven sections plus proprietary marking guidance. Section A collects company information including legal name, CAGE code, UEI, business size, socioeconomic categories, facility clearance level, and points of contact. Section B addresses capability statements across three service categories: data collection capabilities (social media platform coverage, criminal records, commercial financial data, publications, comprehensive online presence coverage, vital records, real-time collection, anonymous collection, seed parameter processing, historical data retrieval, multilingual capabilities, account scrubbing detection, new platform integration, and throughput capacity); entity resolution services (link analysis, confidence scoring, facial recognition and image matching, cross-platform identity linking, false positive management); and analytical platform features (user interface, risk indicators, content analysis, API capabilities, audit logging, data retention, and reporting). Section C requires technical approach information covering scalability to 18 million applicants per year, processing time requirements, dedicated infrastructure capability, Authority to Operate (ATO) timelines, security clearance requirements, government system integration experience, platform terms of service compliance, multilingual content analysis, AI and algorithm transparency per OMB M-24-10, data governance and privacy, data rights and IP restrictions, and solution management. Section D requests up to five past performance references with contract details, work description, and government points of contact. Section E solicits pricing information in the form of a non-binding Rough Order of Magnitude (ROM) across three applicant volume scenarios (5 million, 10 million, and 18 million annually), infrastructure pricing, optional services, and identification of top cost drivers. Section F seeks acquisition strategy feedback on period of performance feasibility, requirements clarity, contract vehicle recommendations, phased deployment approaches, operational timelines, legal/regulatory concerns, competitive landscape assessment, and small business considerations. Section G addresses teaming and subcontracting intent, arrangements, capability gaps, and subcontracting opportunities. Responses must be submitted as a single PDF (≤25 MB) to KayaniBA@state.gov, formatted in Times New Roman 12-point with one-inch margins, with a maximum of 40 pages excluding cover page, table of contents, Section A, and Section D. The template notes that proprietary information must be clearly marked and classified information is prohibited.
