About this opportunity
The Bureau of Land Management Arizona Region is soliciting quotes for herbicide application services to treat approximately 216 acres burned in the One Way Fire at Grand Canyon-Parashant National Monument in Mohave County, Arizona. The contractor will apply Plateau (imazapic) herbicide at 8 fluid ounces per acre using ground-based application methods with no ground disturbance permitted. Evaluation will be based on four factors: Technical Approach, Past Experience, Past Performance, and Total Price, with award going to the responsive offeror whose quote provides the best value to the government. Contractors must demonstrate a minimum of one year of similar herbicide application experience and provide two to three references from projects completed within the past three years. Questions must be submitted by February 6, 2026 at 5:00 p.m. EST, and quotes are due by February 13, 2026 at 5:00 p.m. EST, with submissions directed to Contract Specialist Lisa Hariper at lhariper@blm.gov.
This is a 100% Total Small Business Set-Aside with a Firm Fixed Price contract structure, and no incumbent contractor is identified in the solicitation materials. The contract will be awarded based on per-acre unit pricing, with bidders required to submit a cost per acre for the full 216-acre scope of work. The period of performance is fixed and non-negotiable from February 19, 2026 through February 28, 2026, with all work to be performed within the One Way Fire treatment area located approximately 35 miles south of St. George, Utah in Mohave County, Arizona. Contractors must furnish all labor, equipment, materials, and management, including four-wheel drive vehicles capable of accessing the remote site via dirt roads and BLM jeep trails, and must provide GPS tracking, project logging software, and deliverables including Shapefiles and color printouts documenting treatment coverage. Mohave County Wage Determination No. 2015-5467 (Revision 30) applies, establishing prevailing wage rates for service contract employees.
