About this file
This document is an addendum to FAR 52.212-1 and 52.212-2 providing instructions to offerors and evaluation criteria for a small business set-aside commercial items acquisition. The solicitation concerns survey work involving herbicide treatment, to be awarded as a firm fixed price contract to the offeror providing the best value to the government. Questions must be submitted by February 6, 2026, at 5:00 p.m. EST, and quotes are due by February 13, 2026, at 5:00 p.m. EST, both submitted electronically to Lisa Hariper at lhariper@blm.gov.
Offerors must submit three required components: (1) a technical statement summarizing the plan to complete survey work including schedule and herbicide treatment tasks/methodologies; (2) three current references from projects completed within the past three years, including project summaries and contact information; and (3) a detailed price breakdown covering supplies/materials, labor hours/rate, overhead, profit, and other relevant costs. Contract award will be based on evaluation of Technical (acceptable/unacceptable pass/fail), Past Experience (acceptable/unacceptable based on three current references), Past Performance (rated as Excellent Confidence, Acceptable Confidence, No Confidence, or Unknown Confidence), and Price (evaluated for reasonableness). The evaluation process begins with the lowest priced quote and proceeds through subsequent quotes in ascending price order until an offeror achieves acceptable ratings on all factors and receives an "Excellent Confidence" past performance rating, or if none achieves this standard, award goes to the offeror with the highest past performance rating and lowest price among those with acceptable technical ratings.

BASIS FOR CONTRACT AWARD: This contract will be awarded in accordance with FAR 13, and consider the following factors: Technical, Past Experience, Past Performance, and Price.
mailto:lhariper@blm.gov mailto:lhariper@blm.gov
Initially, quotes will be ranked according to total price.
Starting with the lowest priced quote, the Government will determine if the quote meets the pass/fail criteria for Technical and Past Experience by rating them as acceptable or unacceptable.
If the lowest priced quote receives an acceptable rating in both categories, it will then be assigned a rating for Past Performance. If the lowest priced quote receives an “Excellent Confidence” past performance rating, then that offer represents the best value for the government and the evaluation ends. Award shall be made to that offeror without further consideration of any other quotes.
If the lowest priced quotes receives an unacceptable rating for any factor, or receives less than an “Excellent Confidence” past performance rating, the next lowest priced offeror will be evaluated, and the process will continue (in order by price) until an offeror receives an acceptable rating on all factors and an “Excellent Confidence” past performance rating, or until all offerors have been evaluated.
If no offeror receives an “Excellent Confidence” past performance rating, award will be made to the offeror with the highest past performance rating and lowest price, whose quote receives an acceptable rating for all other factors.
Evaluation Factors:
a. Factor 1 – Technical: The offeror’s technical statement will receive an acceptable or unacceptable rating based on whether or not the schedule, and tasks and methodologies meet the requirements in the Statement of Work.
Rating Description Acceptable The offeror’s proposed schedule is within the period of performance, and the proposed tasks and methodologies meet the requirements outlined in the Statement of Work.
Unacceptable The offeror's proposed schedule is not within the period of performance, and/or the proposed tasks and methodologies do not meet the requirements outlined in the Statement of Work.
b. Factor 2 – Past Experience: The offeror’s past experience will receive an acceptable or unacceptable rating, based on whether or not the Offeror demonstrates they have the requisite experience to complete this project.
Rating Description Acceptable The Offeror provided at least three current references for successful completion of projects similar in magnitude and nature to the project described in the Statement of Work.
Unacceptable Offeror did not provide at least three current references for successful completion of projects similar in magnitude and nature to the project described in the Statement of Work.
c. Factor 3 – Past Performance: Past performance will be rated based on submitted references, and any other information deemed relevant by the Contracting Officer (E.g. prior work for the Department of the Interior, Contractor Performance Assessment Reporting System). Past performance projects deemed not relevant will not be considered. Projects deemed not current (greater than three years) will be disregarded. Offeror’s who lack recent or relevant past performance will be assigned an Unknown Confidence rating.
Rating Description Excellent Confidence Based on the offeror’s performance record, the Government has a high expectation that the offeror will successfully perform the required effort.
Acceptable Confidence Based on the offeror’s performance record, the Government has an acceptable expectation that the offeror will successfully perform the required effort
No Confidence Based on the offeror’s performance record, the Government has no expectation that the offeror will be able to successfully perform the required effort.
Unknown Confidence No performance record is dentifiable, or the offeror’s performance record is so sparce that no confidence assessment rating can be reasonable assigned.
An “Unknown Confidence” past performance rating will be considered a neutral rating which will not negatively impact the offeror. However, an “Excellent Confidence” and “Acceptable Confidence” past performance rating will rank higher than an “Unknown Confidence” past performance rating.
d. Factor 4 - Total Price: Price will be evaluated for reasonableness in accordance with
FAR 13.106-3.
